About this file
This file is an Excel-based Labor Rates and Price Evaluation Workbook for an Electromagnetic Spectrum (EMS) Services contract solicitation by the Defense Information Systems Agency (DISA). The workbook requires offerors to complete detailed pricing information for four labor categories: Senior Spectrum Engineer, Mid-Level Spectrum Engineer, Entry-Level Spectrum Engineer, and Technical Writer/Editor, with rates to be proposed for both government and contractor site locations across five base years starting 20 MAR 2026.
The document provides specific instructions for completing the pricing template, including mandatory use of formulas rather than hard numbers, completion of four distinct scenarios with varying labor hours, and detailed requirements for indirect rate categories and escalation rates. Labor categories require specific educational backgrounds and experience levels, with senior positions demanding advanced degrees or extensive spectrum-related experience. The solicitation is currently in a Draft Request for Proposal (DRFP) stage, seeking industry feedback before formal RFP release, with the ultimate goal of establishing an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for EMS services and applied engineering support.
