The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;

and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

General Information:

All classified visit requests by contractors shall be forwarded to the Contracting Officer Representative (COR) for approval and need -to-know certification before being sent to the facility to be visited.

All visit access requests (VARs) by contractors shall be sent via the Defense Information System for Security (DISS) to the DISA VAR Center (DISS SMO: DKAUAA and DKABAA10) or appropriate SMO for the effort. The COR/ACOR must approve the VAR prior to sending the request to the facility being visited. Contractors must also provide a copy of the VAR to the SM.

The COR/ACOR must be notified and approve the receipt and/or generation of classified information under this contract.

All classified information received and/or generated under this contract is the property of the U.S. Government regardless of proprietary claims. Upon completion or termination of this contract, the U.S. Government will be contacted for destruction or disposition instructions.

Foreign Nationals will not perform on any area of the contract (classified or unclassified).

Prime Contractor FSO will provide the Government a copy of the subcontractor DD Form 254 and subcontract memo for all their subcontracts meeting review criteria via a SM to submit for approval.

Reference Block 10a: Contractor is authorized to receive Government furnished cryptographic equipment. Access to classified COMSEC information requires a final U.S.

Government clearance at the appropriate level. Further disclosure of COMSEC information by a contractor, to include subcontracting, requires prior approval of the Government contracting activity. Non-accountable COMSEC information, though not tracked in the COMSEC material control system, may still require a level or control within a document control system. Refer to DoD 5220.22-M, 32 CFR, National Security Agency (NSA) Central Security Service (CSS), NSA/CSS Policy Manual No. 3-16 “Control of Communications Security (COMSEC) Material,” 5 August 2005, applies to this contract. An approved subcontracting plan and Government Contracting Officer written approval is required prior to granting COMSEC access to a subcontractor.

Reference 10b: Access to RESTRICTED DATA requires a final U.S. Government clearance at the appropriate level. An approved subcontracting plan and Government Contracting Officer written approval is required prior to granting Restricted Data access to a subcontractor.

Reference Block 10d: The contractor is permitted access to Formerly Restricted Data (FRD) in the performance of this contract. Access to RD requires a FINAL U.S.

Government clearance at the appropriate level. An approved subcontracting plan and Government Contracting Officer written approval is required prior to granting Formerly Restricted Data access to a subcontractor.

Reference Block 10g: Access up to and including NATO SECRET material will be required for reference at DISA HQ at 6916 Cooper Avenue, Fort G. Meade, MD 20755-7901. Personnel not assigned to a NATO staff position, but requiring access to NATO classified information, NATO COSMIC, NATO Secret or access to the NATO accredited SIPRNET terminals, must possess the equivalent FINAL or Interim U.S. Security Clearance based upon the appropriate personnel security investigation required.

Personnel with access to NATO ATOMAL information must have the appropriate level FINAL U.S. Security Clearance. The Government program/project manager is the designated representative that will ensure the contractor SM and concerned employees are NATO briefed prior to access being granted. The contractor will maintain strict compliance in regards to NATO information IAW 32 CFR 117.19(g). Prior approval from the KO is required for subcontracting.

Reference Block 10h: The contractor is permitted access to Foreign Government Information (FGI) in the performance of this contract. Access to Foreign Government Information requires a final US Government clearance at the appropriate level. Contractor employees will be briefed, and acknowledge in writing, their responsibilities for handling Foreign Government Information prior to being granted access. An approved subcontracting plan and Government Contracting Officer written approval is required prior to granting FGI access to a subcontractor.

Reference Block 10j: Contractor will be provided with and will abide by DoDM 5400.07, DoD Freedom of Information Act Program, DoD 5200.01-M, Information Security Program, and DoDI 5200.48 Controlled Unclassified Information (CUI), Section 3.4. Guidance provided under separate cover (Remove this sentence if guidance is provided in the contract package).

Reference Block 10k: SIPRNet access required at the Government facility. A NATO Secret briefing is required for SIPRNet access.

Reference Block 11a: Contract performance is restricted to the government locations. See Block 8. The contractor or Government activity will provide security classification guidance for the performance of this contract.

Reference Block 11g: Contractor access to DTIC information is restricted to contractual subject matter and the PWS/SOW requirements. The Government Contracting Officer or Government Program Project Manager will verify contractor need-to-know via certification on the DD Form 1540.

Reference Block 11j: OPERATIONS SECURITY (OPSEC) REQUIREMENTS

1. The contractor shall comply with OPSEC requirements contained in the contract, addendum thereto, or identified herein. The contractor will comply with all security and OPSEC policies, directives, instructions or mandates as directed. OPSEC and other security guidance issued to the Prime Contractor shall also apply to subcontractors working on this effort.

2. The contractor will ensure compliance with the Agency’s OPSEC Policy Statement, Critical Information List (CIL), and unclassified document destruction procedures.

Items of critical information are those facts, which individually, or in the aggregate, reveal sensitive details about the mission, operation, etc., and thus require protection from adversarial collection or exploitation.

3. Include OPSEC as part of the security awareness program. The contractor shall be familiar with OPSEC and will be required to take government furnished initial and annual refresher OPSEC training and will be reminded of their continued responsibility to protect sensitive information as directed by DoDM 5205.02. Sensitive unclassified information includes, but is not limited to, agency identified critical information, legacy “For Official Use Only” (FOUO), Controlled Unclassified Information (CUI), Privacy Act of 1974, Personally Identifiable Information (PII), Department of Defense Unclassified Controlled Nuclear Information (DoD UCNI) and company proprietary information.

4. The contractor shall take the necessary precautions to ensure employees with access to the sensitive and critical information are instructed not to disclose or disseminate any information relating to the conduct and performance of the contract to any individual not authorized to perform on this contract. Assigned personnel shall be knowledgeable of the designated critical information and measures in place to protect it.

5. For programs protected by a Program Protection Plan (PPP) and have identified Critical Program Information (CPI) and/or Critical Technologies Information (CTI), must be identified and protected in accordance with DoD Instruction 5200.39, CPI Identification and Protection within RDT&E. The contractor shall ensure that any program with CPI or CTI has the corresponding supplements and associated plan, such as an OPSEC plan, approved and in effect in support of the PPP.

6. The contractor shall comply with OPSEC content review policies within the Agency. A content review is an evaluation of all information, to include all CUI, intended for release outside the control of the organization or release to the public. OPSEC focuses on identifying and protecting the organization’s unclassified information that may individually or in the aggregate lead to the compromise of classified information and sensitive activities. The contractor will ensure that these reviews are conducted according

Page 4 of 5DD FORM 254, APR 2018 to agency guidance in accordance with mandates from DoDD 5205.02E, DoD OPSEC Program, DoDM 5205.02-M, DoD OPSEC Program Manual, DoDI 5230.09, Clearance of DoD Information for Public Release, DoDI 5230.29, Security and Policy Review of DoD Information for Public Release, DoDI 5400.04, Provision of Information to Congress, DoDM 5400.07, DoD FOIA Program, and DoDI 8170.01, Online Information Management and Electronic Messaging.

General Information:

All classified visit requests by contractors shall be forwarded to the Contracting Officer Representative (COR) for approval and need -to-know certification before being sent to the facility to be visited.

All visit access requests (VARs) by contractors shall be sent via the Defense Information System for Security (DISS) to the DISA VAR Center (DISS SMO: DKAUAA and DKABAA10) or appropriate SMO for the effort. The COR/ACOR must approve the VAR prior to sending the request to the facility being visited. Contractors must also provide a copy of the VAR to the SM.

The COR/ACOR must be notified and approve the receipt and/or generation of classified information under this contract.

All classified information received and/or generated under this contract is the property of the U.S. Government regardless of proprietary claims. Upon completion or termination of this contract, the U.S. Government will be contacted for destruction or disposition instructions.

Foreign Nationals will not perform on any area of the contract (classified or unclassified).

Prime Contractor FSO will provide the Government a copy of the subcontractor DD Form 254 and subcontract memo for all their subcontracts meeting review criteria via a SM to submit for approval.

Period of performance: 365 calendar days from the start of the contract, with four (4) 12 month option periods. Each Task order will identify its own PoP.

Reference Block 10a: Contractor is authorized to receive Government furnished cryptographic equipment. Access to classified COMSEC information requires a final U.S. Government clearance at the appropriate level. Further disclosure of COMSEC information by a contractor, to include subcontracting, requires prior approval of the Government contracting activity. Non-accountable COMSEC information, though not tracked in the COMSEC material control system, may still require a level or control within a document control system. Refer to DoD 5220.22-M, 32 CFR, National Security Agency (NSA) Central Security Service (CSS), NSA/CSS Policy Manual No. 3-16 “Control of Communications Security (COMSEC) Material,” 5 August 2005, applies to this contract. An approved subcontracting plan and Government Contracting Officer written approval is required prior to granting COMSEC access to a subcontractor.

Reference 10b: Access to RESTRICTED DATA requires a final U.S. Government clearance at the appropriate level. An approved subcontracting plan and Government Contracting Officer written approval is required prior to granting Restricted Data access to a subcontractor.

Reference Block 10d: The contractor is permitted access to Formerly Restricted Data (FRD) in the performance of this contract. Reference Block 10g: Access up to and including NATO SECRET material will be required for reference at DISA HQ at 6916 Cooper Avenue, Fort G. Meade, MD 20755-7901. Personnel not assigned to a NATO staff position, but requiring access to NATO classified information, NATO COSMIC, NATO Secret or access to the NATO accredited SIPRNET terminals, must possess the equivalent FINAL or Interim U.S. Security Clearance based upon the appropriate personnel security investigation required. Personnel with access to NATO ATOMAL information must have the appropriate level FINAL U.S. Security Clearance. The Government program/project manager is the designated representative that will ensure the contractor SM and concerned employees are NATO briefed prior to access being granted. The contractor will maintain strict compliance in regards to NATO information IAW 32 CFR 117.19(g). Prior approval from the KO is required for subcontracting.

Reference Block 10h: The contractor is permitted access to Foreign Government Information (FGI) in the performance of this contract. Access to Foreign Government Information requires a final US Government clearance at the appropriate level. Contractor employees will be briefed, and acknowledge in writing, their responsibilities for handling Foreign Government Information prior to being granted access. An approved subcontracting plan and Government Contracting Officer written approval is required prior to granting FGI access to a subcontractor.

Reference Block 10j: Contractor will be provided with and will abide by DoDM 5400.07, DoD Freedom of Information Act Program, DoD 5200.01-M, Information Security Program, and DoDI 5200.48 Controlled Unclassified Information (CUI), Section 3.4. Reference Block 10k: SIPRNet access required at the Government facility. A NATO Secret briefing is required for SIPRNet access.

Reference Block 11a: Contract performance is restricted to the government locations. See Block 8. The contractor or Government activity will provide security classification guidance for the performance of this contract.

Reference Block 11g: Contractor access to DTIC information is restricted to contractual subject matter and the PWS/SOW requirements. The Government Contracting Officer or Government Program Project Manager will verify contractor need-to-know via certification on the DD Form 1540.

Reference Block 11j: OPERATIONS SECURITY (OPSEC) REQUIREMENTS

1. The contractor shall comply with OPSEC requirements contained in the contract, addendum thereto, or identified herein. The contractor will comply with all security and OPSEC policies, directives, instructions or mandates as directed. OPSEC and other security guidance issued to the Prime Contractor shall also apply to subcontractors working on this effort.

2. The contractor will ensure compliance with the Agency’s OPSEC Policy Statement, Critical Information List (CIL), and unclassified document destruction procedures. Items of critical information are those facts, which individually, or in the aggregate, reveal sensitive details about the mission, operation, etc., and thus require protection from adversarial collection or exploitation.

3. Include OPSEC as part of the security awareness program. The contractor shall be familiar with OPSEC and will be required to take government furnished initial and annual refresher OPSEC training and will be reminded of their continued responsibility to protect sensitive information as directed by DoDM 5205.02. Sensitive unclassified information includes, but is not limited to, agency identified critical information, legacy “For Official Use Only” (FOUO), Controlled Unclassified Information (CUI), Privacy Act of 1974, Personally Identifiable Information (PII), Department of Defense Unclassified Controlled Nuclear Information (DoD UCNI) and company proprietary information.

4. The contractor shall take the necessary precautions to ensure employees with access to the sensitive and critical information are instructed not to disclose or disseminate any information relating to the conduct and performance of the contract to any individual not authorized to perform on this contract. Assigned personnel shall be knowledgeable of the designated critical information and measures in place to protect it.

5. For programs protected by a Program Protection Plan (PPP) and have identified Critical Program Information (CPI) and/or Critical Technologies Information (CTI), must be identified and protected in accordance with DoD Instruction 5200.39, CPI Identification and Protection within RDT&E. The contractor shall ensure that any program with CPI or CTI has the corresponding supplements and associated plan, such as an OPSEC plan, approved and in effect in support of the PPP.

6. The contractor shall comply with OPSEC content review policies within the Agency. A content review is an evaluation of all information, to include all CUI, intended for release outside the control of the organization or release to the public. OPSEC focuses on identifying and protecting the organization’s unclassified information that may individually or in the aggregate lead to the compromise of classified information and sensitive activities. The contractor will ensure that these reviews are conducted according to agency guidance in accordance with mandates from DoDD 5205.02E, DoD OPSEC Program, DoDM 5205.02-M, DoD OPSEC Program Manual, DoDI 5230.09, Clearance of DoD Information for Public Release, DoDI 5230.29, Security and Policy Review of DoD Information for Public Release, DoDI 5400.04, Provision of Information to Congress, DoDM 5400.07, DoD FOIA Program, and DoDI 8170.01, Online Information Management and Electronic Messaging.
