The procurement is set-aside for Economically Disadvantaged Women-Owned Small Business (EDWOSB).
Place of performance is Mihail Kogălniceanu, Romania. The work restores land previously used as an anti-tank ditch with individual fighting positions to original natural condition. Fill material must be placed in lifts not exceeding 12 inches thickness, compacted to a minimum of 90% maximum dry density using mechanical equipment; compaction testing is mandatory every 2,000 square feet or 500 cubic yards per lift. The contractor designates a Contract Manager fluent in English within 72 hours of award, obtains all permits from Romanian authorities, complies with OSHA and EU safety regulations, and manages all personnel, equipment, supplies, facilities, tools, materials, and supervision. Performance begins June 8, 2026, with a one-month primary period and optional 30-day extension.
The contract is firm-fixed-price, awarded as a single job to the responsible offeror offering best value. Evaluation weighs Technical Approach, Past Performance, and Price, with non-price factors significantly more important than price. The Government reserves the right to award without discussions. Mandatory site visits occur April 30 and May 7, 2026 at 0900 local time at MKAB Building P 1203; vendors must notify points of contact by April 10 or April 29 respectively with representative information including names, passport/driver's license numbers, titles, and nationality.
