All non-price factors, when combined, are considered significantly more important than Price.
The Government may award to a higher-priced offeror if the contracting officer determines that the technical or past performance superiority of the higher-priced proposal warrants the additional cost. Conversely, the Government may award to a lower-priced offeror if there is no discernible benefit in the non-price proposals of higher-priced offerors. The Government intends to award without discussions but reserves the right to hold them if necessary.
