About this file

This file contains Request for Information (RFI) responses for solicitation W912PB26QA055, an earthwork services contract at Mihail Kogălniceanu Airbase (MKAB) in Romania. The RFI responses clarify 71 questions submitted by potential offerors regarding project scope, site conditions, permits, equipment, testing requirements, and contractor responsibilities.

Key clarifications from the RFI responses include: no topographic survey is required before or after work completion; the contractor must obtain all necessary permits from the Department of Public Works and local Romanian authorities; the government will provide water access and a laydown yard for equipment storage, though the contractor is responsible for transporting water and equipment security; all excess soil must be level-graded on-site with no removal required; soil compaction testing is mandatory at 90% maximum dry density with one test per 2,000 square feet or 500 cubic yards (whichever is more stringent) for each lift not exceeding 12 inches; the contractor is responsible for compaction testing; the work scope involves leveling approximately 9.8 kilometers of land (increased from initial 3.2 kilometers) to natural conditions, including deconstructing berms, backfilling ditches, and managing discovered non-natural materials; no landscaping or gravel finishing is required; fencing will remain in place with concertina wire movable for equipment access; the contractor may utilize berm material for backfill or supply new soil; and the Contracting Officer's Representative (COR) serves as the primary acceptance authority for grading and compaction inspections. Outstanding RFI responses indicate additional clarifications regarding military escort requirements, working hours authorization, site visit opportunities for surveys, and non-EU worker base access restrictions are pending response.
