About this file
This is a Request for Quote (RFQ) for Earth Work Services to be performed at Mihail Kogălniceanu Airbase (MKAB) in Romania for U.S. Forces Romania, 3rd Infantry Division. The Government intends to award a single firm-fixed-price contract as one job to the responsible offeror whose proposal represents the best value. Proposals must be submitted via email by 15 May 2026 at 10:00 AM EET, with an anticipated award date of 18 May 2025. Two optional site visits are scheduled for 30 April 2026 and 7 May 2026 at 0900 local time at MKAB Building P 1203, with vendor registration required by 10:00 AM on 22 April 2025 for the first visit or 29 April 2025 for the second visit. Proposals must include a signed SF 1449, Unique Entity Identification number, a proposal addressing all elements of the Performance Work Statement, a proposed performance timeline covering mobilization, performance, and post-performance inspection and quality control requirements, and past performance history on similar projects. The Government will make a best-value trade-off award decision based on three evaluation factors: Technical Approach, Past Performance, and Price, with non-price factors considered significantly more important than price. The Government reserves the right to award to a higher-priced offeror if technical or past performance superiority warrants the additional cost, or to a lower-priced offeror if no discernible benefit exists in higher-priced proposals. The Government intends to award without discussions but reserves the right to hold them if necessary. Contract Specialist Edgardo Ramirez and Contracting Officer Dustin Hesskamp are the primary points of contact.
