About this opportunity

The Defense Threat Reduction Agency (DTRA) issued this Special Notice on December 10, 2024, to announce an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the Countering Weapons of Mass Destruction (CWMD) Security Cooperation Engagement Program (CSCEP). The solicitation number HDTRA125RE007 was released in the PIEE Solicitation Portal and published to SAM.gov as of March 26, 2025, following initial draft document releases in December 2024 for industry review. As of the most recent update on December 3, 2025, the requirement is under review due to DTRA's recent formation of its Global Threat Reduction Directorate, and additional updates are forthcoming. The original posting indicated the solicitation would be released in the second quarter of fiscal year 2025, though the timeline has evolved. No set-aside provisions apply to this opportunity, and the NAICS classification is 541990 (All Other Professional, Scientific, and Technical Services) with a PSC code of R799 (Support-Management: Other).

The CSCEP program aims to build partner nation capacity to prevent, protect from, and respond to Chemical, Biological, Radiological, and Nuclear (CBRN) incidents, thereby supporting U.S. national security interests globally. Prospective contractors must possess a DoD SECRET facility clearance, maintain DCAA/DCMA-approved cost accounting systems, and demonstrate past performance on contracts valued at least $10 million annually within the last five years. The contract encompasses multiple service areas including equipment procurement and management, training development and delivery, logistics support both domestically and internationally, facility management, infrastructure assessment, and specialized instruction from personnel with FBI, HSI, CBP, and law enforcement expertise. Key deliverables required throughout contract performance include Program Management Plans, Monthly Performance Reports, Master Equipment Lists, Training Materials, Event Plans, After Action Reports, and equipment transfer documentation. The pricing assumptions indicate support for 11 partner nations across multiple regions with 38 training events planned initially, requiring contractors to support a minimum of three events simultaneously with first events commencing within 120 days of contract award, and the requirement specifies contractors must provide interpretation services in multiple languages including Estonian, Latvian, Lithuanian, Spanish, Arabic, Polish, and Chinese.
