Travel both CONUS and OCONUS will be required in accordance with Joint Travel Regulations and Status of Forces Agreements where applicable.

1. Introduction The Defense Threat Reduction Agency (DTRA) provides cross-cutting solutions to enable the Department of Defense, the United States Government, and international partners to Deter strategic attack against the United States and its allies; Prevent, reduce, and counter weapons of mass destruction (WMD) and emerging threats; and Prevail against WMD-armed adversaries in crisis and conflict.
The Onsite Inspection and Building Partner Capacity (OB) Directorate, Building Partner Capacity Department (BP) enables the Department of Defense (DoD) and the U.S.
Government to build the capacity of our allies and partners to Counter WMD. The preponderance of effort for this contract will support BP’s Countering-WMD Security Cooperation Engagement Program (CSCEP). Additional efforts on this effort will support the International Counterproliferation Program (ICP).
The CSCEP mission is to provide, promote, assess, and develop the ability of partners and allies to respond to Chemical, Biological, Radiological, and Nuclear (CBRN) incidents and support the CWMD mission globally to improve the national security of the United States and its allies and partners. CSCEP trains and equips Partner Nations (PNs) to prepare for, protect from, and respond to WMD/CBRN incidents.
The ICP mission is to build the sustainable capacity of foreign partners to detect, prevent, and/or interdict the proliferation of WMD related materials through disruption of proliferation networks and pathways. ICP is a DoD led interagency program mandated by Congress that works in partnership with the Federal Bureau of Investigation (FBI) and the Department of Homeland Security (DHS) to design and conduct training, exercises, and workshops with foreign partners primarily from the law enforcement sector.
2. Contract Objectives The objective of this contract is to support DTRA efforts to establish or enhance Partner Nation (PN) capacity and capability to deter, detect, interdict, or respond to the use or proliferation of WMD and CBRN threats as well as prevail in CBRN environments. The scope includes, but is not limited to, the following:
2.1 Procure, store, manage, pack, ship, deliver, assemble, and/or install equipment necessary to build partner capacity or train PNs to counter or respond to WMD or CBRN threats to include related supporting missions (e.g., hospital support, emergency operations centers, etc.).
2.2 Develop training and/or train PN personnel on equipment supporting building partner capacity objectives.
2.3 Plan, develop, coordinate, and/or execute training, workshops, or exercises to strengthen or establish PN capabilities, including events to support PN CBRN/CWMD National Response Plans, emergency response procedures, consequence management, or counterproliferation measures.
2.4 Provide logistics support CONUS or OCONUS for building partner capacity and ICP events and efforts including travel, transportation, and lodging of USG, Contractor, or PN personnel; translation and interpretation; and event coordination.
2.5 Provide a facility for training and logistical support to include management of contractor acquired property (CAP), government furnished property (GFP), and packing and shipping of materials for events.
2.6 Assess, design, construct, and/or renovate facilities and infrastructure to strengthen PN ability and preparedness to respond to WMD or CBRN threats.
2.7 Support the provision of sustainable CWMD capabilities through analyses of alternatives and/or lifecycle maintenance and sustainment planning and support.
2.8 Provide full project management to manage task execution, schedule, costs, and subcontractor activities to meet contract or task order requirements.
2.9 Create, edit, and manage law enforcement curriculum materials.
2.10 Provide instructor personnel with FBI, HSI, CBP, and Police experience in
WMD, counterproliferation, hazardous materials emergency response.
2.11 Provide instructor personnel experience with cyber technology, including the use of darknet, botnets, malware, cryptocurrencies and cyber investigative tools.
2.12 Translate and print curriculum materials in the appropriate language(s) for the target audience.
2.13 All activities contained, described, or proposed herein are to be performed in a manner consistent with relevant international norms and all applicable treaties, agreements or initiatives to which the U.S. is a State Party or signatory. All funding is provided under the strictest understanding that activities shall be for the sole purpose of increasing international security and other goals consistent with protecting populations against potential weapons of mass destruction and other threats to human and animal life.
3. Place of Performance The Contractor is responsible for providing services to DTRA at various locations, both CONUS and OCONUS, depending on task order requirements.
4. Security Requirements The Contractor shall possess a DoD SECRET facility clearance. The Contractor shall comply with all DoD requirements for marking, handling, storing and transporting classified documents, working papers, notes, media, etc. while in the possession of the Contractor. This includes any document the Contractor may generate in performance of this contract.
The Contractor shall comply with all terms of the DD 254, the NISPOM, the DoD 5220.22- M, NATIONAL INDUSTRIAL SECURITY PROGRAM, and any revisions to that manual. The Contractor shall provide all forms and information, apply for clearances, and be responsible for any expense incurred in obtaining security clearances for the contractor employees.
The Contractor is responsible for demonstrating sound and proven OPSEC practices, ensuring unclassified/sensitive information will be properly protected at all times, and abide by all DTRA OPSEC policies.
The Contractor is responsible for adhering to all facility access control policies and procedures. Contractor personnel shall wear security identification badges at all times while in DTRA facilities, as access cards and Identification Cards (IDs) are presented upon request at all entry control points. Lost or stolen IDs or badges shall be verbally reported immediately and followed up in writing within 24 hours of incident to the DTRA COR.
The Contractor shall be responsible for safeguarding all Government property provided for contractor use. At the end of each work period, all Government property, equipment, and materials must be secured.
5. Travel Contractor personnel will likely need to travel both CONUS and OCONUS in support of the DTRA missions and in execution of the requirements herein. All travel must be compliant with the Joint Travel Regulations (JTR) unless exception approval granted by the Contracting Officer or Contracting Officer’s Representative (COR). The Contractor shall at all times use reasonable efforts to pursue the most economical travel arrangements and minimize the cost of travel.
The Contractor shall coordinate closely with the COR to arrange travel overseas, specifically when contractor personnel are to fall under a Status of Forces Agreement (SOFA) or other host nation agreement and/or when Synchronized Pre-deployment & Operational Tracker (SPOT) requirements are triggered. The Contractor shall comply with all requirements of the SOFA clauses included in the contract in a timely manner. The contractor employees shall comply with all DTRA mandatory travel reporting policies.
