This solicitation is designated as a total small business set-aside, with the current incumbent being Royal Document Destruction, Inc. under contract SP4702-21-P-0007, which ends May 9, 2026, with the new contract anticipated to begin May 10, 2026. Services will be provided bi-weekly across four locations at DSCC: Building 20 basement (50 bins), Building 306 back dock (10 bins), Building 11 section 8 MESS Hall (20 bins), and Building 17 section 8 (70 bins), with each location serviced once every two weeks in visits lasting less than 8 hours, utilizing a minimum of 120 lockable document collection bins of 95 or 96-gallon capacity. Services must be performed between 0800-1700 hours Monday through Friday, excluding federal holidays, with the Contracting Officer's Representative being Sinan Falah at the Columbus location.

The contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and non-personnel services necessary to perform Bi-weekly Document Destruction services as defined in this PWS at Defense Supply Center Columbus (DSCC). The contractor shall meet the standards in this contract.
Establish an effective document destruction plan, to support the mission of the organization.
• Award a base year contract, with four option years, for onsite document destruction services. The winning offeror will be responsible for supplying all labor, equipment and transportation, to meet the terms of this contract.
• Ensure that the requirements of the information security policy regarding information disposition are implemented and exercised in a timely and appropriate manner throughout the entire performance period.
• Ensure all contractors have received proper clearance and completed all training requirements in accordance with DLA policy.
• Document destruction services shall be coordinated with the Contracting Officer’s Representative (COR). Please see Location Frequency Attachment for more information.
• Provide verification of documents destroyed prior to leaving the installation.
* Recycle 100% of shredded material and documents. All recycled material must remain in the continental United States. This requirement shall be outlined in the contractor’s Quality Control Plan.
