Questions for Document Destruction Requirement

Question Period Closes: March 11th

1. We are performing independent research on the Combined Synopsis/Solicitation (SP470226Q0007). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

1. Answer: Current Contract number is: SP4702-21-P-0007

2. Could you please confirm the anticipated start date for the period of performance?

Answer – May 10th, 2026

3. To ensure proper scheduling and compliance, could you please confirm whether “bi-weekly” in this context means once every two weeks or twice per week?

Answer: Once every two weeks

4. In reviewing Solicitation #SP470226Q0007, I noticed the requirement to change the color of the containers (to blue or red). While we can accommodate this, it will increase the bid price to offset the cost of new containers. In previous discussions with the DLA, we considered using stickers to identify the bins as shredding containers instead. Would DCSS be open to this alternative to keep costs down?

Answer: A Red or Blue Sticker would be allowed vice purchasing new bins.

The color marking shall be at least 40 Square Inches (the intent is a 6” Band wrapping the bin).

5. Is this an existing contract? If yes, what contract (or contracts) cover this solicitation

Answer: Current Contract number is: SP4702-21-P-0007

6. Who is the current provider:

Answer: Royal Document Destruction, Inc.

7. In the SOW it mentions two different totals numbers of containers. In one place, it specifically calls out 120 totes, in other places it calls out 150. What is the correct number of totes?

Answer: 150

8. When these totes are filled up, are they completely filled before beginning to fill another, or are they partially filled simultaneously?

Answer: The bins are sometimes full and sometimes partially full.

9. How long is the current provider on DSCC every other week to complete this requirement?

Answer: Varies, but less than 8 hours.

10. 1.5 Bins should be RED or BLUE in color to set them apart from previous bins and other bins being used on site. Can other color bins be provided, as not to be confused with recycle bins and medical waste bins as those are usually red and blue bins.

Answer: Yes and please see number 4 above.

11. 1.6 On-site shredding will produce partial residue sized not exceeding 5/8-inch crosscut shred in width or smaller strips of all paper grades (un-separated) for shredding. This will include staples, clips, bindings and folders.

Here is the NAID standard

Secure Shredding Specifications: Our Secure Shredding process utilizes equipment designed to meet currently established industry standards. These standards require equipment with cutting blades calibrated to the following OEM specifications for paper media destruction: 1) continuous shred with cutting blades set at 5/8-inch; 2) cross-cut shred with the first blades set at 2-inches and the second blades set at 5/8-inch; 3) pierce & tear shred with blades set 5/8-inch.

So our question should be:

Is NAID standard acceptable as defined as pierce & tear shred with blades set 5/8-inch.?

Answer: yes

12. Who is the Current Incumbent?

Answer: Current Contract number is: SP4702-21-P-0007 – Royal Document Destruction

13. When does the current Contract End?

Answer: May 9th, 2026

14. Are any bridge contracts in place that extend the current contract?

Answer: No

15. What site or contract – specific training do you require, and will you provide the training platform?

Answer: There is no training required.

16. Will there be any unforeseen requests for non-paper media destruction?

1. If so, what is the frequency,

2. How many containers,

3. And what type of media?

Answer: No, if there is, it will be a modification to the contract.

17. Non-paper media must be destroyed in a separate truck with a separate schedule to avoid contamination of the paper for recycling. It costs significantly more to destroy non-paper media compared to paper, so they cannot be invoiced on the same CLIN. Please create a line item for non-paper media services.

Answer: No, if there is, it will be a modification to the contract.
