About this opportunity
The Department of the Interior Bureau of Land Management Wyoming Region seeks drinking water quality sample analysis laboratory services, with quotes due August 4, 2026 and questions due July 28, 2026. This is a Total Small Business Set Aside under NAICS 541380 (Testing Laboratories and Services), with a $19 million size standard.
The contract covers one-year base performance (August 31, 2026 to August 30, 2027) plus four one-year option periods through August 30, 2031. The contractor will analyze approximately 233 estimated samples annually from ten BLM Field Offices across Wyoming, testing for nitrite, nitrate, total coliform, PFAS, and turbidity in accordance with 40 CFR Parts 136–141. The contractor must maintain current EPA Region 8 certification for drinking water analysis and comply with the EPA's 1997 Manual for Certification of Laboratories Analyzing Drinking Water. A chemist with a minimum BS degree in water chemistry or equivalent education and experience must supervise all analyses. The contractor provides all laboratory equipment, materials, sample collection containers with preservatives, shipping supplies, coolers, chain of custody forms, and pre-paid shipping labels. Results are delivered via Excel spreadsheet to originating BLM offices and the Contracting Officer Representative. Positive total or fecal coliform results trigger mandatory notification by telephone and email within two hours. All work must be completed within 30 days of contract expiration.
Evaluation applies best value trade-off methodology, weighing technical capability and past performance (minimum three relevant projects within the past five years) significantly more important than price. Service Contract Labor Standards wage requirements (Wage Determination 2015-2601) apply. Questions should be submitted to Caitlyn Warner at caitlyn_warner@ios.doi.gov.
