About this file

This is a Statement of Work (SOW) for water quality laboratory analysis services issued by the U.S. Bureau of Land Management (BLM) Wyoming State Office.

The BLM seeks laboratory services to analyze drinking water samples collected from BLM public water supply sites across Wyoming to ensure compliance with the Clean Water Act and Safe Drinking Water Act standards. The contract is for one calendar year from the date of award. Sample collections will be submitted intermittently throughout the contract period by ten BLM Field Offices (Worland, Cody, Rawlins, Rock Springs, Kemmerer, Pinedale, Lander, Casper, Buffalo, and Newcastle). The contractor must perform analyses on approximately 233 estimated samples annually, including testing for nitrite (11 samples), nitrate (11 samples), total coliform (100 samples), PFAS (11 samples), and turbidity (100 samples). All analyses must follow standard procedures outlined in 40 CFR Parts 136-141 and must be supervised by a chemist with a minimum BS degree in water chemistry or equivalent education and experience. The contractor must maintain current EPA Region 8 certification for drinking water analysis and comply with the EPA's 1997 Manual for Certification of Laboratories Analyzing Drinking Water. The contractor is responsible for providing all laboratory equipment, materials, labor, supervision, sample collection containers with preservatives, sampling instructions, shipping supplies, pre-paid shipping labels, coolers, freeze packs, and chain of custody forms. Results must be submitted in Excel spreadsheets via email to the originating BLM office and Contracting Officer Representative, including EPA and State standards for comparison. In the event of positive total or fecal coliform results, the contractor must notify the originating office by telephone and email within two hours. All work must be completed within 30 days of contract expiration. Technical factors are considered significantly more important than price in the evaluation of proposals.

U.S. BUREAU OF LAND MANAGEMENT

Wyoming State Office Cheyenne, Wyoming

BLM Wyoming Water Quality Samples

STATEMENT OF WORK

I. Introduction and Background

The mission of the Bureau of Land Management (BLM) Aquatic Resources Program is to conserve and restore riparian, fisheries, and water resources to provide resource values and ecosystem services necessary to achieve the BLM’s multiple land use and sustained yield mandate. One goal of the Aquatic Resources Program is to protect water resources in accordance with state and federal water quality standards that may be impacted by BLM land use authorizations. To ensure drinking water that is supplied by the BLM to the public, meeting drinking water standards, water quality sampling and laboratory analysis is needed to test these waters.

II. Project Location and Scope

Performance of this contract will take place at the analysis laboratory necessary to process required drinking water quality samples. If certain samples cannot be processed at this location, for example PFAS, shipping of the sample to the appropriate location will be performed by the Contractor. Samples will be collected at BLM public supplied drinking water sites and sent to the selected laboratory for processing.

The following BLM Wyoming Field Offices may submit water samples to the Contractor for laboratory analysis:

III. Statement of Work

BLM Wyoming State Office Aquatic Resources Program has identified the need for water quality sample analysis of drinking water. The Contractor shall be responsible for processing and reporting results of water quality samples received from BLM Wyoming Field Offices.

Water quality samples will be collected by BLM staff to test drinking water at campgrounds.

PFAS is an additional parameter that will need to be tested in some samples that will be submitted, which will occur during the first year of the contract. Water quality samples will be tested to help ensure water resources on BLM lands comply with the Clean Water Act and the Safe Drinking Water Act.

The Contractor shall furnish all labor, equipment, materials, transportation, supervision, and incidentals necessary to perform laboratory analyses of water quality samples collected. The contractor shall also be certified for required analyses and participate in the EPA Region 8 water quality analysis certification program.

1. Analyses for general ambient water samples shall follow standard procedures as outlined in 40 CFR, Parts 136-141. Analytical methods for selected constituents are listed in SECTION B.

a. The Contractor shall provide in its bid package, documentation of their certifications (analytes, analysis methods, expiration date) applicable in EPA Region 8 and Wyoming.

b. In addition, the Contractor shall also include in the bid package any proposed modifications to analytical methods with an explanation of effects upon quality of analysis, detection limits, and prices relative to those resulting from quoted methods.

c. Required lower limit of detection for each parameter in general ambient water samples are as follows (units are in mg/l unless stated otherwise):

Table 1. Bid Schedule (Note, this is an estimated list of parameters, others may be needed)

Parameter Estimated Sample Numbers

Nitrite 11

Nitrate (NO3) 11

Total Coliform (present/absent) 100

PFAS 11

Turbidity 100

IV. Government Supplied Property

Government shall perform sample collection in the appropriate container (supplied by laboratory) using the procedures defined by the Contractor. The Government shall complete the chain of custody forms, store samples, and ship samples in accordance with Contractor’s specifications.

V. Contractor Furnished Property

Contractor shall provide equipment to BLM staff to collect, store, and ship water quality samples for processing at the laboratory. These items include but are not limited to water quality sampling instructions, sample collection containers with appropriate preservatives, sample bottles, cooler to ship samples, freeze pack to keep samples cold during shipping, pre-paid shipping form and labels, and chain of custody forms.

Contractor shall provide invoices for each sample analyzed for accounting of contract funds.

1. Contractor shall furnish all preservatives, bottles and containers unless required otherwise by originating BLM office.

2. Contractor shall provide pre-paid shipping labels and cooler to ship samples and is responsible for cost of these items.

3. The Contractor shall certify that laboratory personnel meet the minimum skill requirements as outlined in the Environmental Protection Agency’s “1997 Manual for Certification of Laboratories Analyzing Drinking Water, Chapters 3 & 4.” The

Contractor shall submit with the bid a list of personnel qualifications and a brief description of duties to assure that minimum skill requirements are met.

4. All analyses shall be supervised by a chemist with a minimum of a BS degree in water chemistry or by an individual with equivalent mix of education and experience.

VI. Funding/Schedule

1 Calendar year from date of award

VII. Deliverables

1. Process and analyze water samples that are received from the BLM. Samples will be sent to the contracting laboratory intermittently throughout the year as samples are collected. The laboratory shall supply water sampling materials such as sample collection bottles to the BLM as requested. Where holding times are limited and “rush” samples are identified, samples should be analyzed on time before sample is no longer valid.

2. In the event of a positive test for Total or Fecal Coliforms the Contractor shall contact the originating office by telephone and email within two hours of obtaining the analysis results.

3. Contractor shall submit water sample analysis results in an EXCEL spreadsheet via email to the originating BLM office and Contracting Officer Representative. Results shall include EPA and State standards for comparison.

4. The Contractor shall submit lab sheets (quality assurance documentation) to the BLM originating office and the Contracting Officer Representative (COR).

5. Due to the time-critical nature regarding the delivery of sampling supplies to BLM Field Offices, performance of potential repeat sample analysis, and reporting of analysis results for EPA regulatory requirements, it is the desire of the Government that the laboratory is within reasonable proximity to BLM WY field offices so that time critical analyses service may be obtained within a matter of hours.

6. All work under this contract shall completed by the Contractor no later than 30 days after the expiration of the Contract.

VIII. Evaluation Criteria

Respondents shall supply a written proposal including proposed methods and standards applicable to the analyses required., list of key personnel (which defines the individuals’ involvement in all phases of work) and qualifications (i.e., resume), statement of availability to perform the work, and a list of references and past performance. Respondents will then be evaluated on the specific evaluation criteria listed below. If a laboratory is unable to process a certain sample, provide how those samples will be dealt with. Respondents will be evaluated according to the following criteria:

1. Quality of the Proposal
