About this opportunity

This Special Notice is from the Department of Transportation Federal Aviation Administration Headquarters regarding a draft Screening Information Request (SIR) for the Common Support Services-Flight Data (CSS-FD) program. The FAA is seeking industry feedback on the draft SIR, which details requirements for services to enhance flight planning, filing, and data sharing capabilities. The draft SIR sections cover various aspects of the contract including scope of work, deliverables, quality assurance, and evaluation factors.

The purpose of this Special Notice is to provide the draft SIR to interested vendors for review and comment prior to the FAA finalizing and releasing the solicitation. The FAA is requesting feedback on the sufficiency of the requirements, any overly restrictive provisions, the appropriateness of the contract types and pricing structure, and the alignment with the CSS-FD operational strategy. Vendors must submit written responses by January 12, 2024, though the FAA will not accept unsolicited proposals or pay for vendors' costs in preparing feedback. The FAA intends to award a single contract for these services, without any set-aside, and is open to small businesses as well as other interested parties.
