About this opportunity

The U.S. Army Corps of Engineers (USACE) Rock Island District has issued a Draft RFP Special Notice for the Advanced Contracting Initiative – Regional Contracts for Debris Management Services (ACI-RCDMS). This draft solicitation is not a call for proposals but rather an informational notice to gather industry feedback prior to releasing the final solicitation. The notice announces USACE's intention to establish ten regional Single Award Task Order Contracts (SATOCs) valued at approximately $37 billion over five years to provide comprehensive debris removal and management services in support of FEMA and federal disaster response efforts. The contracting action is authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288). This procurement is classified under NAICS Code 562119 (Other Waste Collection) and PSC Code S208 (Housekeeping-Landscaping/Groundskeeping). Christopher McCabe of the Rock Island Arsenal serves as the primary point of contact for industry inquiries.

This draft solicitation seeks to establish rapid-response debris management capabilities across the United States and its outlying areas, including territories and commonwealths, addressing the large-scale debris removal needs that exceed state and local government capacity following natural or man-made disasters. Contractors are instructed to submit questions and feedback regarding the draft RFP through ProjNet by the December 12, 2025 deadline at 2:00 PM, with the final solicitation expected to follow. The opportunity allows offerors to submit proposals for one or more of the ten geographic regions, with evaluation based on Management/Technical Approach, Past Performance, Small Business Participation, and Price using a best-value tradeoff methodology. Contractors must demonstrate experience with large-scale debris removal projects defined as $250 million or greater in value or 5 million or more cubic yards, and all proposals must include a mandatory 45% small business participation requirement. The base contract period spans five years from October 12, 2026, through October 11, 2031, with a potential six-month extension, and each regional contract includes a minimum $10,000 guarantee task order.
