About this file

This file is a Draft Schedule of Prices for the Advanced Contracting Initiative - Regional Contracts for Debris Management Services (ACI-RCDMS) issued by the U.S. Army Corps of Engineers Rock Island District. The document outlines a comprehensive debris removal scenario for the Northwestern Division, specifically addressing a catastrophic flood event in the lower Willamette and Columbia Rivers region involving Portland and surrounding counties. The scenario anticipates managing approximately 3.1 million cubic yards of vegetative debris, 1.6 million cubic yards of mixed construction and demolition waste, and various other debris types, with an expected completion time of 240 days.

The pricing schedule includes multiple Contract Line Item Numbers (CLINs) covering planning, training, mobilization, specialized crew support, and debris removal across urban and non-urban sectors. Key pricing components include rates for operations managers, environmental compliance, safety managers, debris separation, emergency road clearance, hazardous material handling, and debris hauling at various distances. The document emphasizes that proposed rates must be binding across the entire region, Service Contract Act wage rates apply, and commercial landfill disposal fees are not included in the pricing. Offerors are required to provide unit prices for all CLINs, including those with zero quantities, with the government intending to evaluate price reasonableness before making contract awards.

IMPORTANT: Rates proposed by the offeror in the Schedule of Prices shall be binding across the entire region and not just in the scenario locality. Service Contract Act (SCA) Wage Rates apply. See https://sam.gov/wage-determinations for applicable Wage Determinations. Offerors should do their due diligence when determining the binding rate for each CLIN based on their understanding of the wage rates and other costs of performance across the region being proposed.

Scenario:

The scenario location for the Northwestern Division (NWD) is a multi-county impact zone along the lower Willamette and Columbia Rivers, including areas in Portland, Milwaukie, and Clackamas and Multnomah counties. A rare sequence of late-December weather events occurs: heavy mountain snowfall is followed by an unusually warm, moisture-laden atmospheric river event ("Pineapple Express"), resulting in several days of intense rainfall and rapid snowmelt throughout the Willamette Valley. Reservoirs in the Upper Willamette are already near their design capacity when a second round of storms overwhelms the flood control systems. A non-federal levee system suffers a major breach after extended high water erodes and overtops key sections. Simultaneous surcharging in the city’s stormwater infrastructure exacerbates urban flooding. Deep inundation spreads into residential neighborhoods, industrial facilities, and critical city corridors.

Approximately 3.1 million cubic yards of vegetative debris, 1.6 million cubic yards of mixed C&D, and significant quantities of white goods, titled property, commercial equipment, utility-line debris, sediment, and other waste streams are expected across the affected sectors. Floodwaters mobilize significant debris from industrial yards, warehouses, riverside commercial properties, and residential structures, depositing debris fields along major roadways, public rights-of-way, riverbanks, drainage channels, and urban neighborhoods. Extensive sediment deposition, culvert blockage, downed trees, damaged docks, floating structures, and debris accumulation along the Willamette and Columbia Rivers contribute to complex removal requirements. FEMA has authorized ROW debris removal for impacted residential and commercial properties along the river.

Infrastructure disruption is significant. Portions of the affected area experience outages or impairment of power, potable water systems, wastewater collection, stormwater conveyance, and transportation access for 20–40 days. Recovery operations are constrained by washed-out road segments, damaged bridges, inundated industrial zones, and debris-filled waterways.

The anticipated time for completion will be approximately two-hundred and forty (240) days for all debris removal, reduction and disposal for the affected sectors. Contractor shall provide all management and field-level personnel necessary to successfully complete the mission within the period of performance. Commercial landfill disposal fees shall not be included in the prices below. Offerors shall provide their methods for locating, maintaining, operating, and coordinating the use of Temporary Debris Staging and Reduction (TDSR) and other staging and processing sites, in accordance with their operational approach, environmental best practices, and regulatory requirements.

The scenario locality and information concerning a likely emergency event is provided for information purposes only. The quantities in each CLIN, which will be used for the purpose of determining the total evaluated price, are based on the Government’s assessment of the likely quantities required to respond to the most likely emergency event in this region.

The Government intends to multiply the estimated quantities in the Schedule of Prices by the rates proposed by each offeror for each CLIN for the base period and each option year. The Government will then apply the escalation rates and add all prices for each year, base and options, to arrive at the total evaluated price for each region.

Several regions have a Schedule of Prices that include CLINs with zero quantities. The Government has determined that the work called for in these CLINs is not likely to be needed to respond to the most likely emergency event in this region. To ensure that the total evaluated price for each region fairly reflects the price to respond to the most likely event in each region, the Government has included zero quantities for these CLINs.

To be considered for award, Offerors must propose unit prices for all CLINs, including those with zero quantities. The Government intends to evaluate the reasonableness of the offerors' proposed rates for each CLIN and the reasonableness of the offerors' total evaluated price prior to making contract awards in each region. Offerors are cautioned that unreasonably high price proposals may be rejected.

Scenario:

The scenario location for the Mississippi Valley Division (MVD) Region includes the Mississippi Gulf Coast and inland counties extending north through Hattiesburg and Jackson. A strong late-season Category 3 Hurricane makes landfall near Biloxi–Gulfport, producing destructive winds, a storm surge exceeding 12 feet in low-lying coastal areas, and intense rainfall across the southern half of the state. Wind damage spreads inland along a trajectory from Pascagoula through Hattiesburg, Jackson, and into central Mississippi, with widespread tree fall, structural impacts, and localized flash flooding. Storm surge inundates residential neighborhoods, ports, commercial districts, and critical infrastructure along the Gulf Coast, while inland rainfall causes riverine flooding along the Pascagoula, Leaf, Pearl, and Strong Rivers, further expanding debris-generating impacts well beyond the immediate coastal counties.

Approximately 3 million cubic yards of vegetative debris and 1.5 million cubic yards of mixed construction and demolition debris are expected across the affected counties, along with large quantities of white goods. Coastal surge and wave action deposit debris along highways, rail corridors, and port facilities, while inland flooding and winds generate extensive roadside debris, destroy outbuildings, and damage manufactured housing units. Urban tree fall across Jackson, Hattiesburg, and surrounding municipalities contributes heavily to vegetative debris volumes. Waterborne debris accumulates in drainage channels, rivers, and culverts, producing blockages that complicate access and removal efforts. Significant waterway debris accumulation is present within the Ross R. Barnett Reservoir and its contributing waterways due to wind-driven debris and flooding. The reservoir and contains approximately 90,000 cubic yards of floating and submerged vegetative debris and 40,000 cubic yards of mixed structural and C&D-type debris, including dock sections, boathouse materials, and construction fragments transported from upstream neighborhoods.

Infrastructure disruption is significant, with prolonged outages of power, potable water, wastewater treatment, and communications in many impacted counties for 20–40 days. Key transportation routes, including interstate connectors and state highways, are obstructed by floodwaters, downed trees, and debris piles. Several coastal communities experience extended access limitations due to localized bridge damage, storm surge sediment deposition, and inundation of industrial port zones. Debris operations are further affected by saturated soils, sustained high temperatures, and limited housing availability for responding personnel in the immediate post-storm period.

The anticipated time for completion will be approximately two-hundred and ten (210) days for all debris removal, reduction, and disposal across the affected sectors. Contractors shall provide all management and field-level personnel necessary to successfully complete the mission within the period of performance. Commercial landfill disposal fees shall not be included in the prices below. Offerors shall provide their methods for locating, maintaining, operating, and coordinating the use of Temporary Debris Staging and Reduction (TDSR) and other staging and processing sites in accordance with their operational approach, environmental best practices, and regulatory requirements.

Scenario:

The scenario location for the Lakes and Rivers Division (LRD) Region includes multiple counties in western Kentucky and northwestern Tennessee. A late-spring severe weather outbreak produces a long-track EF-4 Tornado that touches down near Martin, TN, and tracks northeast for more than 70 miles, crossing the state line and causing catastrophic damage across Fulton, Hickman, Graves, Marshall, and McCracken Counties in Kentucky. The tornado maintains peak intensities through suburban and semi-urban areas west and south of Paducah, destroying residential neighborhoods, multi-family housing complexes, commercial corridors, industrial facilities, metal buildings, agricultural structures, and critical public facilities.

Approximately 2.2 million cubic yards of construction and demolition (C&D) debris and 900,000 cubic yards of vegetative debris are expected across the affected counties, along with significant quantities of white goods, titled property, vehicles, manufactured housing debris, utility-line debris, commercial equipment, and regulated materials. The tornado’s core damage path results in large volumes of structural debris from collapsed homes, damaged commercial and industrial buildings, destroyed warehouses, and impacted public facilities.

Infrastructure disruption is substantial, with localized outages or impairment of power, potable water, communications, and transportation access throughout affected communities for 10–25 days. The tornado destroys or heavily damages dozens of transmission poles, distribution lines, substations, and lift stations. Roadways are obstructed.

The anticipated time for completion will be approximately one-hundred and eighty (180) days for all debris removal, reduction, and disposal across the affected sectors.

NAD

IMPORTANT: Rates proposed by the offeror in the Schedule of Prices shall be binding across the entire region and not just in the scenario locality. Service Contract Act (SCA) Wage Rates apply. See https://sam.gov/wage-determinations for applicable Wage Determinations. Offerors should do their due diligence when determining the binding rate for each CLIN based on their understanding of the wage rates and other costs of performance across the region being proposed.

Scenario:

The scenario location for the North Atlantic Division (NAD) Region includes the Hampton Roads metropolitan area of southeastern Virginia, with primary impacts across the cities of Norfolk, Virginia Beach, Chesapeake, Portsmouth, Suffolk, and Hampton. A large, slow-moving post-tropical cyclone tracks north along the Atlantic Coast before turning inland near Cape Henry. Although no longer a fully tropical system, the storm maintains a large wind field and an intense pressure gradient that drives significant coastal surge into the lower Chesapeake Bay and Elizabeth River. The system stalls for nearly 36 hours, producing 8–12 inches of rainfall, prolonged tidal flooding, and repeated rounds of moderate winds, peaking between 50–70 mph, across the Hampton Roads region. Storm surge overtops and inundates low-lying coastal and tidal areas, including segments of Norfolk’s Ghent, Larchmont/Edgewater, and Ocean View neighborhoods, as well as the Portsmouth waterfront, sections of Virginia Beach’s coastal corridor, and major transportation routes such as I-264, I-64, and multiple bridge–tunnel connectors. Riverine and tidal backflow causes flooding along the Elizabeth, Lafayette, and James Rivers. Residential neighborhoods, commercial districts, industrial facilities, and port-adjacent infrastructure experience significant debris-generating impacts

Approximately 2.4 million cubic yards of vegetative debris and 1.6 million cubic yards of mixed construction and demolition (C&D) debris are expected across the affected cities, along with substantial quantities of white goods, titled property, vehicles, marine debris, utility-line debris, and regulated materials. Prolonged inundation and repeated tidal cycles contribute to significant shoreline debris, including dock fragments, damaged marine structures, commercial and residential contents, and displaced small vessels.

Infrastructure disruption is severe, with widespread outages or impairment of power. Numerous primary and secondary roads are flooded, undermined, or blocked by debris, including washed-out segments of arterial routes and feeder roads supporting naval and port operations. Multiple neighborhoods are temporarily isolated by tidal flooding and debris blockages.

The anticipated time for completion will be approximately one-hundred and eighty (180) days for all debris removal, reduction, and disposal across the affected sectors. Contractors shall provide all management and field-level personnel necessary to successfully complete the mission within the period of performance. Commercial landfill disposal fees shall not be included in the prices below.
