About this file
This document is a Request for Proposals (RFP) for the Advanced Contracting Initiative - Regional Contracts for Debris Management Services (ACI-RCDMS). The U.S. Army Corps of Engineers intends to award ten single-award task order contracts (SATOCs) to provide rapid debris removal services across the United States and its outlying areas in support of FEMA and federal disaster response efforts. The total contract capacity is $37 billion over five years, with each region allocated a specific capacity amount ranging from $1.5 million to $12.5 million, covering different geographic regions like South Pacific Division, North Atlantic Division, and others.
The solicitation uses a full and open competition approach, allowing offerors to submit proposals for one or more of the ten regions. Potential bidders must submit questions through ProjNet by December 12, 2025, and a virtual pre-proposal conference will be held with details to be determined. The contracts will have a five-year ordering period with a potential six-month extension, and each contract includes a minimum $10,000 guarantee task order. Award will be made using a best value tradeoff methodology, with actual contract utilization dependent on the frequency and severity of disaster events during the contract period.

ADVANCED CONTRACTING INITIATIVE - REGIONAL CONTRACTS
FOR DEBRIS MANAGEMENT SERVICES
INSTRUCTIONS TO OFFERORS
1. SOLICITATION DESCRIPTION
1.1. Acquisition Strategy: As part of the Advanced Contracting Initiative – Regional
Contracts for Debris Management Services (ACI – RCDMS) acquisition strategy, the Government intends to issue one (1) solicitation and award ten (10) Regional Single Award Task Order Contracts (SATOCs) to provide rapid and comprehensive debris removal services for the entire United States and all Outlying Areas. This is in support of the Federal Emergency Management Agency (FEMA) and other Federal disaster response efforts, as authorized by Public Law 93-288, The Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act). These SATOCs are essential to ensure a timely and effective response that protects life, public health, and safety, and restores critical infrastructure and essential community services across the United States and all Outlying areas.
1.2. Competition Approach: This acquisition will utilize a Full and Open Competition approach under FAR Part 15.
1.3. Contract Structure: The contract structure consists of ten (10) regional contracts, providing coverage for the entire United States and all Outlying areas, as illustrated in Figure 1: Regional Coverage Map below. This regional approach allows Offerors to propose only on regions where they possess the greatest capacity, resources, and geographic expertise, encouraging broader participation and increased competition. Offerors may submit proposals for one or more regions and must demonstrate their capabilities specific to each region proposed.
Figure 1: Regional Coverage Map
1.4. Evaluation Methodology: Award will be made to the Offeror whose proposal represents the best overall value to the Government using a Best Value Tradeoff approach in accordance with FAR 15.101-1.
1.5. Contract Term & Value:
Total Period of Performance: Each SATOC will have a five (5) – year ordering period. An option to extend the ordering period by up to six (6) months may be exercised in accordance with FAR 52.217-8.
Total Estimated Value (including options): The total contract capacity for the ACI – RCDMS requirement is $37 billion over the life of the contracts. Actual obligations will depend entirely on the frequency, severity, and geographic distribution of disaster events. These contracts may not be utilized if no qualifying disasters occur during the contract period. In the event these contracts are not needed for disaster response, each SATOC includes a minimum guarantee task order of $10,000. The following table details the capacity by region as detailed in the Combined Acquisition Strategy and Acquisition Plan:
