About this file
This document is a Section L Instructions document for a federal Request for Proposal (RFP) for large-scale debris removal services across multiple U.S. regions. The solicitation allows offerors to submit proposals for one or more of ten regions, with a comprehensive evaluation required for each region proposed. Proposals must be structured across five volumes: Management/Technical Approach (100 page limit), Past Performance, Small Business Participation, Pricing, and Solicitation Documents.
Key requirements include submitting electronically in PDF format, providing detailed information on management approach, key personnel, deployment capabilities, past performance with large debris removal projects (defined as $250M+ or 5M+ cubic yards), small business participation plans, and region-specific pricing strategies. Offerors must demonstrate capabilities in emergency response, disaster recovery, and comprehensive debris management, with emphasis on rapid mobilization, local small business engagement, and detailed cost breakdowns. The procurement appears targeted at contractors with extensive experience in nationwide disaster response and debris removal operations, with a strong focus on scalability, regional adaptability, and small business inclusion.

A. PROPOSAL SUBMISSION
1. PROPOSAL SUBMISSION REQUIREMENTS
a. Submission Format: Submit all proposal volumes electronically in searchable, legible Adobe PDF format. Any sections revised after initial submission must be annotated and dated to reflect the changes. Each volume should be clearly labeled with its title. To ensure efficient transmission, Offerors are encouraged to combine files or use compression software to reduce file size, as larger files may limit their ability to successfully transmit a proposal. A “File Description” must accompany each uploaded file; do NOT include Personally Identifiable Information in the description.
b. Formatting Guidelines: Paragraphs should be single-spaced with one blank line separating each. Proposals must use Arial or Times New Roman font, with a minimum size of 12 points. Tables and illustrations may use a reduced font size no less than 8 points and may be presented in landscape orientation.
c. Submission Deadline & Receipt: Proposals must be received by the date and time stated in Block 13 of the SF 1442. Late submissions will not be evaluated. The Government will determine the date and time of receipt based on when the proposal is received electronically, whether by email or through an upload system. Offerors are strongly encouraged to ensure their initial submission is complete and accurate. While the Government may seek limited clarifications for minor administrative or clerical errors per FAR 15.306(a), any post-submission corrections or revisions that alter the proposal’s substance will not be permitted unless formal discussions are initiated.

To avoid conflicts of interest, Offerors should not provide points of contact from other contractors who are also submitting proposals for this requirement. In situations where an Offeror (or a team member) has a subcontract with another Offeror, provide the prime contract number and Governmental agency POCs instead of subcontractor details.
7. Small Business Participation Past Performance.
All Offerors must submit information demonstrating their past performance in complying with FAR 52.219-8, Utilization of Small Business Concerns, and maximizing opportunities for U.S. small business subcontractors. Offerors must also state whether any negative information regarding their compliance with FAR 52.219-8 has been reported in the past six (6) years. If negative information exists, Offerors may submit explanations or comments. Offerors with no prior contracts containing FAR 52.219-8 shall certify this.
13 NOV 2025
III. VOLUME III – Small Business Participation.
This volume details the Offeror’s plan for maximizing small business participation in the performance of this contract. All Offerors, both small businesses and other-than-small businesses, must complete and submit the Small Business Participation Plan (Attachment B). This volume shall not exceed the page limitations outlined in Table 2.
1. Section III.1: Small Business Participation Plan:
Offerors will be evaluated on the level of proposed small business participation relative to the goals and requirements of this acquisition. The Small Business Participation Plan shall describe how the Offeror will engage, manage, and sustain participation of small businesses throughout contract performance. Greater consideration will be given to proposals that demonstrate meaningful utilization of small businesses located within the proposed region, including established relationships, master agreements, or teaming arrangements that enhance local response capability. The plan should clearly identify anticipated small business categories, projected percentages, and the nature of work to be performed by each. The Small Business Participation Plan should address the following:
a. Division of Work & Goals: Clearly outline the work to be performed by small businesses and establish specific, measurable goals for each small business category (SB, SDB, WOSB, HUBZone, VOSB, SDVOSB) in terms of both dollars and percentage of total contract value.
b. Enforceable Commitments: Identify specific small businesses with whom the Offeror has made enforceable commitments to subcontract, such as through letters of commitment, Joint Ventures, Mentor-Protégé Agreements, or other binding arrangements that will become enforceable contractual requirements.
c. Regional and Local Engagement: Identify how the proposed small business participation will be sourced within or proximate to the proposed region or event area. Describe existing relationships, master agreements, or pre-qualified partners that demonstrate the ability to mobilize and sustain local participation. Offerors should also describe how regional small business subcontractors and associated work requirements will be managed in the event of a surge operation, concurrent event, or overlapping contractual commitments requiring similar resources within the same region.
d. Sustainment and Oversight: Describe how the Offeror will manage, monitor, and support small business subcontractors throughout performance to ensure consistent participation, compliance with subcontracting goals, and timely payment in accordance with FAR 52.219-8.
14 NOV 2025
2. Section III.2: Small Business Subcontracting Plan:
Requirements Based on Business Size:
a. All Offerors (Small and Other Than Small Businesses): Demonstrate a commitment to timely payments to small business subcontractors in accordance with FAR 52.219-8, Utilization of Small Business Concerns. State whether this requirement was applicable to recent contracts (within the past three (3) years) and, if so, how it was met.
b. Other-Than-Small Businesses Only:
• Small Business Subcontracting Plan (FAR 52.219-9): Submit a separate
Small Business Subcontracting Plan (as a separate file) in accordance with FAR 52.219-9 Alternate II. This plan must be commensurate with the commitments made in the Small Business Participation Plan. Specifically:
1. The total dollars planned to be subcontracted to each small business category in the Subcontracting Plan must be equal to or greater than the total proposed dollars for those same categories in the Small Business Participation Plan.
2. All small businesses with enforceable commitments identified in the Small Business Participation Plan (Section B) must also be included in the Subcontracting Plan.
• Past Performance (FAR 52.219-9): Provide three (3) Individual Subcontracting Reports (ISRs) obtained from the Electronic Subcontracting System (ESRS) for recent contracts (within the past three (3) years) that required a subcontracting plan. If fewer than three (3) contracts are available, submit all available ISRs and state the reason for the limited number. If no recent contracts required a subcontracting plan, state that fact.
Important Notes:
• Only apparently successful Offeror’s Subcontracting Plans will be reviewed prior to award.
• Failure to submit a Subcontracting Plan (when required) may result in ineligibility for award.
• If awarded a contract, the Offeror’s Subcontracting Plan will become a material part of the contract.
15 NOV 2025
IV. VOLUME IV – Price.
This volume contains the Offeror’s proposed pricing for the work described in this RFP.

Offerors submitting proposals for multiple regions must include a separate Schedule of Prices for each region for which they seek consideration. Each file shall clearly identify the corresponding region in the filename and title block.
2. Section IV.2: Price Narrative:
Offerors shall provide a Price Narrative that explains and justifies their proposed pricing.
The Price Narrative should, at a minimum, address the following elements:
a. Price Strategy: Describe your overall pricing strategy for this procurement, considering the requirements for rapid and comprehensive debris removal services in response to natural or man-made disasters across potentially large geographic regions. Explain how your approach balances cost-effectiveness with the need for scalability and responsiveness.
b. Price Breakdown: Provide a detailed explanation of the key cost elements included in your proposed prices, broken down by Contract Line Item Number (CLIN). This must include any significant cost drivers relevant to debris removal operations, including but not limited to the following cost elements:
i. Direct Labor: Justify proposed labor rates, addressing compliance with
Service Contract Labor Standards (SCLS) wage requirements. Include labor categories (e.g., Operations Manager, Operations Planner, Environmental & Cultural Manager, Health & Safety Manager, Quality Control Manager) and explain the basis for your rates (e.g., salary surveys, internal data, union agreements).
ii. Equipment Costs: Detail the types of equipment you anticipate using (e.g.
loading, hauling, reduction) and how costs for equipment, maintenance, fuel, and transportation are factored into your proposed prices.
iii. Subcontractor Management & Costs: Identify key subcontractors and describe their scope of work (particularly addressing participation by local contractors to the maximum extent practicable), and explain how subcontractor prices were obtained (e.g., competitive bidding, sole source).
Detail how you will ensure timely and accurate payments to subcontractors and manage subcontractors at each tier below the prime in accordance with
FAR 52.219-9.
iv. Indirect Costs: Explain your indirect cost structure, including overhead and G&A rates, and how these rates are applied to the proposed prices.
16 NOV 2025
v. Automated Debris Management System (ADMS) Costs: Provide a comprehensive breakdown of all costs associated with the ADMS, including software licensing, hardware, data management, training, and support. Explain how your ADMS ensures real-time tracking, documentation, and reporting of debris removal activities and how you will meet requirements outlined in the
PWS.
vi. Debris Reduction and/or Recycling Strategy Costs: Explain the costs associated with your strategic approach to debris reduction, material diversion, and recycling opportunities, and how you will meet proposed metrics or performance indicators (e.g., diversion rate targets, landfill reduction goals).
vii. Travel: State that all travel-related expenses are fully incorporated into the unit prices listed in the Schedule of Prices.
c. Assumptions and Risks: Identify any key assumptions or risks that could significantly impact your proposed prices, such as fluctuations in fuel costs, disposal fees, or labor availability. Explain how these assumptions and risks have been considered in your pricing strategy and risk management plan.
3. Compliance and Data Requirements:
Certified cost or pricing data are not required at this time, per FAR 15.402 and 15.403-1, due to expected competition for this procurement. However, the Government reserves the right to request such data prior to award to determine price reasonableness.
Information other than certified cost or pricing data should be provided to the extent necessary to support the reasonableness of the proposed prices, following the guidance in FAR 15.403-5.
4. Affirmations:
Offerors must affirmatively state the following:
• Their proposed prices comply with all applicable Service Contract Labor Standards (SCLS) wage requirements.
• They agree to be bound by their proposed prices as stated in the submitted Schedule of Prices throughout the contract period.
• They certify that the proposed prices are based on a good-faith estimate of costs and reflect a clear understanding of the work requirements.
• They acknowledge that the Schedule of Prices will be incorporated into the resulting contract and used for payment purposes.
17 NOV 2025
5. General Instructions:
Failure to comply with the RFP requirements for pricing information may adversely affect the proposal evaluation and reduce or eliminate an Offeror’s chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent with information in other proposal volumes, particularly the SF33 and continuation sheets. The Government reserves the right to reject any proposal deemed unrealistic in terms of proposed technical approach, schedule, contract terms, or pricing when compared to Government estimates.
