About this opportunity

The U.S. Army Corps of Engineers (USACE), Rock Island District, is seeking contractors to provide comprehensive debris management and removal services in support of the Federal Emergency Management Agency (FEMA) and other federal disaster response efforts nationwide, including all U.S. states, territories, and outlying areas. Contractors must demonstrate the capability to mobilize quickly following disasters, implement quality control measures, ensure safety and environmental compliance, and utilize an Automated Debris Management System (ADMS) for tracking and reporting. The Performance Work Statement (PWS) emphasizes the need for contractors to handle diverse debris types including vegetative debris, construction materials, hazardous waste, white goods, and titled property across various scenarios such as right-of-way debris removal, private property cleanup, and waterway clearance. The presolicitation notice was posted on December 6, 2025, with industry feedback due by December 21, 2025, and a Draft RFP is currently available on SAM.gov under Notice ID W912EK26RA0001 for contractor review and comment.

The applicable NAICS code is 562119 (Other Waste Collection), with a small business size standard of $47 million, making this opportunity accessible to both large and small business entities. No current incumbents or existing contractors are identified in this presolicitation notice, as this represents a new advanced contracting initiative designed to establish a national framework for rapid disaster response debris management. The contract's geographic scope spans multiple regions including the South Atlantic, Pacific, North Atlantic, and Mississippi Valley, enabling USACE to deploy resources strategically across the country. Interested contractors should review the draft solicitation documents and submit feedback during the presolicitation period to ensure their capabilities align with the government's expectations for this critical emergency management function.
