About this opportunity
The Department of the Army Materiel Command Contracting Command Rock Island Arsenal has issued a Draft Request for Proposal (RFP) for Small Caliber Second Source ammunition production under solicitation W519TC-25-R-0034. This special notice concerns the production of 5.56mm, 7.62mm, and Caliber .50 ammunition and is being released to obtain industry feedback before the final RFP is issued. The government emphasizes this is a draft document only and does not constitute a formal solicitation or bind the government to any specific terms. The procurement is structured as a restricted competition limited to suppliers in the United States, its outlying areas, or Canada. A critical requirement is that the selected supplier must be geographically separated from the Lake City Army Ammunition Plant (LCAAP).
The primary purpose of this draft RFP is to gather industry comments and feedback before releasing the final solicitation, with the government seeking to establish a second source supplier for small caliber ammunition production. Industry stakeholders must submit their feedback using the provided template (RFP Attachment 0019) by July 18, 2025, while the final RFP is scheduled for release in August 2025. The procurement will result in a five-year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with guaranteed minimum quantities of 10,000,000 each for 5.56mm and 7.62mm cartridges, and a maximum total contract quantity of 715,000,000 cartridges. Eligible contractors must be located in the United States, its outlying areas, or Canada, and must demonstrate capability to produce 17 different Department of Defense Identification Codes (DODICs) of ammunition while maintaining geographic separation from the Lake City facility. The contract will utilize a combination of Firm-Fixed Prices and Fixed Prices with Economic Price Adjustment, particularly for copper pricing adjustments in ordering periods 2-5.
