About this file
This document is a Draft Request for Proposal (RFP) for Small Caliber Second Source ammunition production. The U.S. Army is seeking a supplier to produce 5.56mm, 7.62mm, and Caliber .50 ammunition, with a requirement that the supplier be geographically separate from the Lake City Army Ammunition Plant. The procurement is restricted to suppliers in the United States, its outlying areas, or Canada, and will result in a five-year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract awarded to a single contractor.
The contract involves producing 17 different Department of Defense Identification Codes (DODICs) of ammunition, with a guaranteed minimum quantity of 10,000,000 each for 5.56mm and 7.62mm cartridges, and a maximum total contract quantity of 715,000,000 cartridges. The contract will use a combination of Firm-Fixed Prices and Fixed Prices with Economic Price Adjustment, with an Economic Price Adjustment for Copper applicable to Ordering Periods 2-5. Proposals are due by the date specified in Block 9 of the SF33, and the final RFP is scheduled for release in August 2025, with comments on the draft RFP due by July 18, 2025.

(e) The resulting five-year IDIQ contract will consist of the following Ordering Periods.
Ordering Period 1: Date of Award - September 30, 2027
Ordering Period 2: October 1, 2027 - September 30, 2028
Ordering Period 3: October 1, 2028 - September 30, 2029
Ordering Period 4: October 1, 2029 - September 30, 2030
Ordering Period 5: October 1, 2030 - Five Years from Date of Award
A unique Delivery Order number will be assigned to each Ordering Period upon the initial quantity award within that Ordering Period timeframe. The Delivery Order format will be W519TC-XX-F-XXXX. Any contractual actions associated with a specific Delivery Order after the establishment of that Delivery Order will be accomplished through Modifications (W519TC-XX-F-XXXX, Modification PXXXXX).
The unit prices contained in the Small Caliber Second Source Price Matrix (Section J, RFP Attachment 0001) will be the unit prices used as the basis for all quantity awards. Awards will reflect the current cumulative quantity of the caliber family total (5.56mm, 7.62mm, and Caliber .50 respectively) for each Ordering Period. If a new award within an Ordering Period changes the Price Matrix quantity range of a caliber family, the unit price of all previously awarded quantities within that Ordering Period will be adjusted accordingly
(downward adjustment only).
The following example is provided for illustrative purposes only.
In Ordering Period 1, DODIC A059 (5.56mm) has a Price Matrix unit price of $0.50 each (EA) for the quantity range of 1-50 and $0.45 EA for the quantity range of 51-100. DODIC A062 (5.56mm) has a Price Matrix unit price of $0.40 EA for the quantity range of 1-50 and $0.35
EA for the quantity range of 51-100.
Under the initial quantity award in Ordering Period 1, the Government awards a quantity of 45 A059 cartridges at $0.50 EA. Later in
Ordering Period 1, the Government issues a Delivery Order Modification to award a quantity of 40 A062 cartridges. Since both awards are within the same Ordering Period and both DODICs are in the same caliber family, both of their awarded quantities count towards the cumulative caliber family total. This results in a 5.56mm caliber family total of 85 cartridges in Ordering Period 1. The 40 A062 cartridges are awarded at a unit price of $0.35 EA and the unit price of the 45 A059 cartridges is adjusted from $0.50 each to $0.45 EA.
(f) The guaranteed minimum quantity for the resulting contract is 10,000,000 EA 5.56mm cartridges in any combination of the 5.56mm
DODICs and 10,000,000 EA 7.62mm cartridges in any combination of the 7.62mm DODICs. These guaranteed minimum quantities shall be awarded by the initial Delivery Order in Ordering Period 1 at the same time that the Base IDIQ Contract is awarded. After the minimum guaranteed quantities have been awarded by the Government, the Government will no longer have any obligation to purchase additional quantities under the contract.
(g) During the life of the resulting contract, the Government is entitled to order a maximum of 715,000,000 cartridges in any combination of the 17 DODICs.
(h) Offerors cannot use LCAAP as a place of performance and/or obtain components or cartridges from LCAAP. However, any proposed use of an Armament Retooling Manufacturing Support (ARMS) tenant at LCAAP requires the proper and appropriate ARMS approvals, granted by the
Government, consistent with the purposes of ARMS and this RFP.
(i) In accordance with the Section C Narrative C0007, Restriction of Critical Items and Components, finished components are restricted to the U.S./Canada with the exception of Tracer and Incendiary Projectiles and their components. This acquisition will allow Tracer and
Incendiary Projectiles and their components to be obtained from Outside of the Continental U.S. (OCONUS) suppliers. Those items would then be required to be assembled into cartridges by the U.S./Canada Contractor. Levels below finished components are not required to be obtained from the U.S./Canada.
Any components/supplies obtained OCONUS shall be shipped using U.S. Flag Vessels per Defense Federal Acquisition Regulation Supplement
(DFARS) Clause 252.247-7023, Transportation of Supplies by Sea. The process to obtain a U.S. Flag Vessel for transportation may result in delays and U.S. Flag Vessels are typically more expensive. The U.S. Flag Vessel requirement is normally not waived and, therefore, an
Offeror's proposal must not be based upon an expected waiver of the U.S. Flag Vessel requirement.
(j) As outlined in Sections L and M of this RFP, a best value tradeoff approach will be used to evaluate proposals submitted in response to this RFP. The Government reserves the right to make an award to other than the lowest total evaluated price Offeror for non-price evaluation factors. The Government anticipates receiving adequate price competition under this RFP; therefore, cost or pricing data is
4 126
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
not required to be submitted with the proposal. However, in the event the Contracting Officer determines that adequate competition does not exist, the Government reserves the right to require certified cost or pricing data to be submitted. Additionally, the Government reserves the right to request other than certified cost or pricing data in the event such data is necessary to establish a fair and reasonable price.
(k) The Government intends to award without discussions; therefore, each proposal should contain the Offeror's best terms for award of a contract as a result of this RFP. The Contracting Officer may contact the Offeror(s) for clarifications, as described in FAR 15.306(a) and FAR Clause 52.215-1, Instructions to Offerors--Competitive, without opening discussions. However, the Government does reserve the right to open and conduct discussions and to permit Offerors to revise their proposals if determined necessary by the Contracting
Officer.
(l) Offerors shall propose all pricing using the Small Caliber Second Source Price Matrix (Section J, RFP Attachment 0001) as outlined in Section L of this RFP. Prices entered anywhere other than this Price Matrix will not be considered. The pricing/quantity ranges in the Price Matrix are provided for the purpose of establishing reasonable quantities against which to provide unit prices. The weights established in the Price Matrix are for evaluation purposes only. The weights are not a guarantee of quantities to be awarded.
(m) Offerors are to submit proposed unit prices on a Free on Board (FOB) Origin basis. The Government is only responsible for the costs associated with the shipment of the deliverable end item/DODIC. The Awardee/Contractor will be responsible for all other shipping.
(n) Deliveries of end items/DODICs shall be in accordance with the schedules set forth in Section F Narrative F0001, Required Delivery
Schedule.
(o) Controlled documents included in this RFP contain sensitive information and require special handling. Access to these documents is restricted to entities certified by the Joint Certification Program (JCP) at https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/.
To request access, you must be logged into your System for Award Management (SAM) account at https://sam.gov/entity-information, and your user profile must be linked to the active registration for your entity, such as your Data Universal Numbering System (DUNS) number or Commercial and Government Entity (CAGE) Code. Access to controlled documents on SAM.gov will be granted only after the Government
Contracting Opportunities Point of Contact confirms the JCP certification for your entity is active. Additionally, only the registered
Data Custodian for your entity, listed in Block 3A of the DD Form 2345, and their alternate Block 3.1A, are eligible for approval. Your entity is responsible for managing its SAM.gov and JCP accounts and registrations, as well as handling controlled documents in compliance with all prescribed directives.
(p) Program Reviews/Program Management Reviews (PMRs) and Integrated Product Team (IPT) meetings are a requirement of the resulting contract. See Section C Narrative C0001, Program Reviews and Teleconferences, for details.
(q) All contractual provisions specified are obligatory for the Prime Contractor. The Prime Contractor is responsible for enforcing contractual provisions upon any subcontractors/suppliers/vendors.
(r) The items/DODICs to be procured as part of this acquisition are classified as sensitive ammunition/explosives that require a Pre-
Award Survey, which at a minimum, shall address safety and security considerations, to be completed at the applicable place(s) of performance.
(s) For Other Than Small Businesses ONLY. Separate from the Small Business Participation Commitment Document (Section J, Attachment
0015), Other Than Small Business Offerors shall also submit a Small Business Subcontracting Plan as required by FAR 19.7 (FAR Clause
52.219-9, Small Business Subcontracting Plan).
(t) Offerors must ensure proposals are fully complete, including all fill-ins within the RFP. Proposals shall be submitted no later than the due date specified in Block 9 of the Standard Form (SF) 33 and shall remain valid for 240 calendar days from the closing date of this RFP. Please ensure Page 1, Block 12 is completed with 240 calendar days. Receipt of an Offeror's proposal in response to this RFP is an affirmation that the Offeror has had access to and received adequate information to prepare a proposal.
Offerors must also have an active registration in SAM to be considered for award. Offerors are required to be registered in SAM at the time of proposal submission. In addition, pursuant to FAR 9.103, a contract will only be awarded to a Contractor that the Contracting
Officer determines to be responsible. Offerors must be able to demonstrate that they meet the standards of responsibility set forth by
FAR 9.104.
(u) Submission of representative production samples is a requirement of this acquisition. See Section C Narrative C0005, North Atlantic
Treaty Organization (NATO) Production Testing.
(v) The successful Offeror's proposal in response to this RFP may be incorporated in whole or in part as a material term of the resultant contract and failure to implement it may result in termination. No revisions or changes to the Offeror's proposal may be made after the award without prior approval from the Contracting Officer. The contract requirements take precedence over the incorporated proposal should a conflict exist.
(w) In the event a configuration change should materialize after the award of the resultant contract, it will be negotiated in

E0006, Government-Furnished Test Support Equipment, for further details. Reference rounds/cartridges will also be provided by the
Government. See Section E Narrative E0007, Government-Furnished Ammunition, for further details.
(y) The cognizant Army Contracting Command-Rock Island (ACC-RI) Contracting Officer is the only individual authorized to issue awards, modifications, and changes under the resultant contract.
(z) This RFP should not be discussed with any Government employee except the Contracting Officer, Ms. Lana Graw, or her representative, Mr. Mark Stevens. Ms. Graw can be contacted by e-mail at lana.r.graw.civ@army.mil and Mr. Stevens at mark.d.stevens.civ@army.mil.
Failure to adhere to this restriction may be grounds to declare an Offeror ineligible for consideration of the contract award resulting from this RFP.
