About this opportunity
The Department of the Interior Bureau of Land Management California Region seeks replacement of approximately 1,377 feet of perimeter chain-link fencing at the Doyle Fire Station in Doyle, California, with quotations due September 4, 2026. The procurement is set-aside for small business (NAICS 238990, All Other Specialty Trade Contractors) with a three-year average annual receipts ceiling of $15.0 million.
Place of performance is Doyle, California (434-695 Doyle Loop, Doyle, CA 96109). The contractor must replace damaged or inadequate fencing and install a manual rolling gate on the east perimeter, fabricating new galvanized steel chain-link fencing with 9-gauge mesh, 3-strand barbed wire angled outward at the top, and concrete footings. The specification (Section 32 31 13) mandates hot-dip galvanized ferrous-metal components with minimum 1.94 ounces per square foot zinc coating per ASTM A90/A90M, Schedule 40 steel pipe posts, and compliance with ASTM F567 installation standards. The contractor must trim or remove trees on the north perimeter, fully remove existing fencing and concrete footings, and perform vegetation management to prevent trespass opportunities. Work must commence within 7 calendar days of Notice to Proceed and be completed within 90 calendar days (October 1 to December 31, 2026). Work is restricted to regular business hours (7:00 AM–6:00 PM, Monday–Friday) without disrupting wildland fire operations.
Offerors must hold an active California contractor's license, be registered and active in SAM.gov, submit a 20 percent bid guarantee (SF 24 Bid Bond or acceptable alternative), and provide a detailed work plan and schedule. Award is on a lowest-price technically acceptable (LPTA) basis with Phase 1 evaluating price and responsiveness and Phase 2 evaluating technical acceptability and bid bond compliance. Performance and payment bonds are required within 10 calendar days of award. Davis-Bacon Act prevailing wage rates apply. An optional site visit was scheduled for August 21, 2026 at 12:00 PM Pacific Time. Amendment 0001 was issued August 31, 2026, providing Q&As and updated attachments; offerors must acknowledge receipt of this amendment.
