The contractor shall submit commercial manufacturer product specifications for approval prior to installation and is responsible for contacting USA North 811 to mark underground utilities, obtaining all required state and local permits, and complying with environmental regulations including SPCC and SWPPP plans as applicable. The work must be completed within 90 calendar days of Notice to Proceed, with work commencing within 10 days of NTP approval.
Key deliverables include a virtual scoping meeting and work schedule within 14 days of award, photographs documenting all work stages, and notification to the Contracting Officer's Representative upon completion. The contractor must submit a Quality Control Plan and Safety Plan prior to preconstruction meeting and is responsible for all waste disposal, damage repair, coordination with facility staff to avoid operational disruption, and compliance with OSHA, California, and federal safety standards. Work shall be performed during regular business hours (7:00 AM to 6:00 PM, Monday through Friday) unless otherwise approved. The Government will provide fence replacement plan, 2023 Doyle FS Record Drawings, and 2003 Doyle FS Drawings as reference documents.

BLM California – Doyle Fire Station Perimeter Fence Replacement
STATEMENT OF WORK
Perimeter Fencing Replacement
Doyle Interagency Fire Station 434-695 Doyle Loop, Doyle, CA 96109
June 26, 2026
1. INTRODUCTION / BACKGROUND
The Bureau of Land Management (BLM) in California has recently completed construction of a new fire station building within the existing interagency fire station facility in Doyle, CA. The BLM is looking for a fencing contractor to replace portions of the existing damaged or inadequate chainlink perimeter fencing/gate around the facility site. The new chainlink perimeter fencing shall fix the deficiencies of the existing fencing and provide enhanced security for the facility.
2. PROJECT REQUIREMENTS
2.1 Scope of Work and Project Requirements Summary
The BLM requires a fencing contractor to replace approximately 1,377 feet of the existing damaged or inadequate chainlink perimeter fencing at the Doyle Fire Station facility. Contractor shall be licensed in California. Contractor shall review all provided documents including the latest Doyle Fire Station construction drawings to understand the existing site and perimeter fencing details and specifications. The existing fencing including existing gates noted to be replaced on the provided fence replacement plan shall be fully removed and properly disposed of including any concrete footings. The new chainlink fencing and gate shall be installed per the latest provided construction documents and match the type, material, height, and configuration of the adjacent existing perimeter fencing segments that are to remain in place. The new galvanized steel chainlink perimeter fencing shall feature 3-strand barbed wire angled outwards at the top of the fence and shall have fence posts embedded in new concrete pole footings.
The new manual rolling gate at the east perimeter shall also feature 3-strand barbed wire at the top of the gate. Several existing trees growing on the north perimeter fence line require trimming or removal to prevent interference/damage to the new fencing and to remove the opportunity for trespassers to climb the trees and bypass the fencing.
Contractor shall perform a site visit to the project location to verify existing conditions and gather all required information necessary to install the required fencing.
Contractor shall take care to avoid damaging existing facilities/utilities and shall repair any damage due to Contractor’s work at no cost to the Government. Where alterations are required to perform the work, Contractor shall ensure that the facilities maintain their original functionality and are left in a similar or better condition as before the work was performed. Contractor is responsible for proper off-site disposal of all waste related to the work performed under this contract.
Contractor shall submit commercial manufacturer product specifications (catalog cuts) for chain-link fabric, posts, barbed wire, and rolling gate hardware to the COR for approval prior to installation.
Contractor is responsible for ensuring installed fencing is properly installed to manufacturer and industry standard specifications.
Contractor shall not disrupt facility operations. Contractor shall also avoid disrupting the security systems installation work which may occur at the same time as this contract’s perimeter fence replacement work – the security systems installation work will occur at the buildings (exterior and interior), main gate (not being replaced), and within the site away from the fence perimeter portions that are to be replaced. Any work performed must first be coordinated and scheduled with BLM and the Doyle FS facility staff to ensure operations and other work are not disrupted.
Contractor is responsible for contacting Underground Service Alert (USA North 811) and marking all underground utilities prior to digging post footings.
Contractor is responsible for obtaining all required state and local permits and shall adhere to all local, state, and federal environmental regulations. Contractor shall submit the following plans as applicable:
• Spill Prevention, Control, and Countermeasure Plan (SPCC):
The Contractor shall comply with the Oil Pollution Prevention requirements as described in 40 CFR Part 112. If applicable, the Contractor shall provide a Spill Prevention, Control, and Countermeasure (SPCC) Plan for this project that meets the requirements of that regulation.
• Storm Water Pollution Prevention Plan (SWPPP):
The Contractor shall comply with requirements of the NPDES General Permit for Discharges of Storm Water Associated with Construction Activity, Construction General Permit Order 2022-0057-DWQ. If applicable, the Contractor shall provide a Storm Water Pollution Prevention Plan (SWPPP) that meets the requirements of that General Permit.
• Quality Control Plan
Prior to the Preconstruction Meeting, submit for approval a written Contractor Quality Control (CQC) Plan. See Section 2.2.4 for additional details.
• Safety Plan
Prior to the Preconstruction Meeting, submit for approval a written Safety Plan.
See Section 2.2.5 for additional details.
2.2 Construction Requirements
2.2.1 Environmental and Sustainability Requirements
Sustainability Requirements:
The following are general requirements:
• Site Disturbance: Minimize the construction limits of the project to reduce the project’s impact on the site.
• Toxic Chemicals: Avoid materials that can leach toxic chemicals into the ground water. Do not allow toxic chemicals to enter sewers or storm drains or contaminate land or any body of water.
• Soil Erosion: Protect against erosion and topsoil depletion in accordance with the Storm Water Pollution Prevention Plan.
• Noise: Minimize noise generation during construction. Operate power equipment in accordance with local noise restrictions.
• Waste Management: Employ processes that ensure the generation of as little waste as possible. Waste disposal in landfills shall be minimized.
Minimize Construction Impacts:
The following mitigation measures shall be implemented to minimize the impacts of construction activities:
• Soil Erosion: Protect against erosion and topsoil depletion.
• Exotic Vegetation and Noxious Weeds: Prevent the introduction and minimize the spread of exotic vegetation and noxious weeds. Incorporate the following procedures:
o Any fill, rock, or additional topsoil needed shall be obtained from a Government approved source.
o All areas disturbed by construction shall be re-vegetated using approved native seed and/or plants.
Air and Water Pollution Control:
Air quality impacts are expected to be temporary and localized. To minimize these impacts, the following actions shall be taken:
• To reduce tailpipe emissions, construction equipment shall not be left idling any longer than is necessary for safety and mechanical reasons.
• To reduce construction dust, water shall be applied to problem areas. Equipment shall be limited to the fenced project & staging areas to minimize soil disturbance and dust generation.
• Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction. Keep volatile wastes in covered containers.
• Storm Water Pollution Prevention Plan (SWPPP): Submit a SWPPP according to the applicable State Water Resources Control Board's (SWRCB) requirements to the Government for approval. Before starting construction, the Contractor shall implement the approved SWPPP as applicable.
2.2.2 Schedule of Values
After contract award, submit a schedule of dollar values based on the Contract Price Schedule. Breakdown each lump-sum item into component parts of design deliverables or construction work for which progress payments may be requested. The total costs for the component parts of work shall equal the contract line-item amount for that lump-sum item. The Government may request data to verify accuracy of dollar values. Include mobilization, general condition costs, overhead and profit in the total dollar value of unit price items and in the component parts of work for each lump-sum item, as described below. Do not include mobilization, general condition costs, overhead or profit as a separate item.
Do not break down unit price items. Use only the contract line-item amount for unit price items.
The total cost of all items shall equal the contract sum. The Schedule of Values will form the basis for any progress payments.
An acceptable Schedule of Values shall be agreed upon by the Contractor and Government before the first progress payment is processed. A cost loaded project schedule may be an acceptable substitute for a schedule of values in some cases.
2.2.3 Construction Support
Staging Areas Construction sites will be limited to the smallest feasible area. Ground disturbance and site management will be carefully controlled to prevent undue damage to vegetation, soils, and to minimize air, water, soil, and noise pollution.
Staging is limited in or near the construction area for a construction office or trailer.
Construction equipment and material storage shall be located in an area that will not obstruct or impede Wildland Fire and other Government operations. All staging areas shall be returned to pre-construction conditions once construction is complete. Staging location and size shall be coordinated with and approved by BLM.
Structures Trailers, Storage, Field Offices, Staging Area and Sheds: Location shall be approved by the Government.
Storage Sheds: If used, provide weather tight sheds or other covered facilities for storage of materials subject to weather damage.
If used, all temporary water, sewer, sanitary facilities, and electric utilities shall be completely removed upon project completion. Remove temporary utility connections.
Construction Camp: Establishment of a construction camp within or near the project site location shall require Government coordination and approval.
Construction Zones Construction zones shall be fenced with BLM approved construction barrier fencing, plastic or portable fencing, before any construction activity begins. The fencing shall define the construction zone and confine activity to the minimum area required for construction. All protection measures shall be clearly stated in the construction specifications, and workers will be instructed to avoid conducting activities beyond the construction zone as defined by the construction zone fencing.
Protection of Public: Fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry. Erect and maintain fencing, barricades, lights, signals, and warning signs in accordance with the most current version of the MUTCD.
Parking of Construction Vehicles Parking of vehicles shall be limited to existing roads, in legally designated areas, and within approved staging/project area(s).
2.2.4 Quality Control
The quality of all work shall be the responsibility of the Contractor. The Contractor’s designated Quality Control Supervisor shall be on the project site whenever contract work is in progress.
Quality Control Plan:
Prior to the Preconstruction Meeting, submit for approval a written Contractor Quality Control (CQC) Plan. If the plan requires any revisions or corrections, the Contractor shall resubmit the plan within ten (10) calendar days. The government reserves the right to require changes in the plan during the contract period as necessary to obtain the quality specified. No change in the approved plan may be made without written concurrence by the Government.
The plan shall include:
• A list of personnel responsible for quality control and assigned duties.
Include each person’s qualifications.
• A copy of a letter of direction to the Contractor’s Quality Control Supervisor outlining assigned duties.
• Names, qualifications, and descriptions of laboratories/entities to perform sampling and testing (as required), and samples of proposed report forms.
• Methods of performing, documenting, and enforcing quality control of all work.
• Methods of monitoring and controlling environmental pollution and contamination as required by regulations and laws.
2.2.5 Safety
All work shall comply with applicable Federal, state and municipal safety and health codes and requirements. Where there is a conflict between applicable regulations, the most stringent shall apply. The contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work and shall hold the Government harmless for any action on its part or that of its employees or subcontractors, which results in illness or death. The contractor shall provide all necessary safety equipment, training, and PPE, and ensure that such equipment and all relevant safety procedures are adequate for the job being performed and are utilized properly.
The Contractor shall not require, or allow any employee, engaged in the performance of this Contract to work under conditions which are unsanitary, hazardous, or dangerous to his/her health or safety, as determined under safety and health standards promulgated by the Secretary of Labor under Section 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 et seq.) as amended and other Federal, State, and applicable local government safety standards.
Department of Labor Code of Federal Regulations Title 29 and other Federal, State, and local government safety standards will apply in its entirety to the Contractor. Examples of applicable safety standards are OSHA 29 CFR 1910, OSHA 29 CFR 1926, California Title 19, "Public Safety", California Title 8, "General Industry Safety Orders", and 41 CFR, Subpart B, "Public Contracts, General Safety and Health Standards." The contractor shall also use the “BLM SAFETY AND HEALTH STANDARDS” (The Yellow Book) for reference.
Should the contractor fail to comply with any of these standards and regulations, the contractor shall be found to have defaulted on the terms of the contract.
Safety Plan:
The Contractor shall submit a safety plan that addresses the following items:
• Contingency:
Sudden or unusual events could result in a negative impact to the delivery / performance of these requirements. As an aid to properly plan for such events, the Contractor shall prepare and submit for approval a Contingency Plan for these requirements. The Contractor will outline in detail the method(s) that the Contractor shall use in meeting Contract requirements in the following circumstances:
• a natural disaster occurs which impacts upon the Contractor's ability to perform
• a labor strike occurs which impacts upon the Contractor's ability to perform.
• a hazardous materials spill which impacts the Contractor’s ability to perform, or which may affect public safety
• an incident which causes major damage which impacts the Contractor's ability to perform
• other unforeseen circumstances
In all cases, the Contractor will assume that the Government cannot provide supplemental forces and continues to need the same or additional performance under the Contract, which the Contractor must meet.
• Emergency Response:
Contractor is responsible for establishing means of emergency communications from the project site as well as the project staging area and the distance in between if different locations are used. Response to emergency service calls outside of the normal business hours shall not exceed four (4) hours regardless of the time during the day or night, weekends, or holidays. Response to emergency service during normal business hours shall not exceed two (2) hours. Response is defined as having all personnel and equipment required to correct an emergency at the site of the emergency or at a pre-approved staging area, ready, willing, and able to perform the emergency work.
• Hazardous Materials and Hazardous Response:
The Contractor will conform to all Bureau, Federal, State, and local regulations in the use and disposal of hazardous materials and hazardous waste. The Contractor will provide the appropriate response to any emergency involving hazardous materials at any of the facilities covered by this Contract. The Contractor will provide proof/certification of its personnel qualified to work with hazardous materials and wastes to the BLM. The Contractor will notify the BLM immediately upon discovering a release of hazardous waste into the environment.
3. REGULATORY REQUIREMENTS
All work performed in accordance with this SOW shall be performed in strict accordance with the latest versions of the following standards and codes for commercial buildings as applicable;
A. International Building Code (IBC)
B. American Standard Testing Material (ASTM)
C. Federal Acquisition Regulations (FAR)
D. General Accounting Office, Accounting Principles and Standards
E. Any other applicable laws, rules, mandates, directives and regulations of federal and state and local governmental agencies.
4. TASKS AND RESPONSIBILITIES
Tasks and responsibilities enumerated in this section are minimum requirements and may not be all-inclusive of necessary work in order to satisfy the scope of work.
4.1 Contractor General Responsibilities
• Contractor is responsible for identifying all necessary work required to complete the installation of the replacement perimeter fencing and gates.
• Contractor is responsible for damage to any government equipment, materials, surfaces or other work disrupted as result of this work. Repair or remuneration will be the sole responsibility of the Contractor. If such work cannot be repaired within a reasonable time, BLM reserves the right to repair damaged equipment, materials or surfaces and offset the costs for such repairs from the awarded contract price.
• The Contractor shall be solely responsible for ensuring their employees or subcontractors and their employees follow the contract requirements. It is not the intent of the Government to either supervise the contractors’ employees or subcontractors; nor to resolve any disputes or problems between the contractor and their subcontractor(s).
• All work required for the Government, within the scope of this SOW, shall be accomplished in strict accordance with the best practices of the building trades involved, industry standard practices and as intended for commercial buildings. The contractor shall be solely responsible for compliance with all OSHA, state, and local regulations.
• The Contractor shall take all necessary precautions in protecting BLM facilities, their occupants, and visitors during the performed work.
• The Contractor shall not disrupt BLM operations, particularly emergency response operations. Contractor shall coordinate schedule with BLM and obtain approval prior to performing work to minimize disruptions.
• The Contractor shall maintain the existing facility in “as is” safe and weather-tight condition during the maintenance and repair work.
• Facility and furnishings shall be covered with plastic or clean drop cloth if there is any potential for dust. Contractors shall bring their own tools and equipment required for the assessments – none shall be provided by the Government.
• When required, the Contractor shall provide necessary barrier and direction signs so that pedestrian and vehicle traffic is routed around the work area while work is in progress.
• The Contractor shall remove any contractor generated debris from the project site daily and dispose of in a proper, acceptable manner in accordance with all federal, state and local laws and regulations, off of the job site property. The debris created from this project shall not be disposed of at the job site, in Government dumpsters, or on
Government property.
5. DELIVERABLES / PERFORMANCE SCHEDULE
The period of performance deadline for this contract is 90 calendar days after Notice to Proceed (NTP) is given by the Government.
The estimated start of work is August 2026.
Virtual scoping meeting & contractor work schedule (within 14 calendar days after award): Contractor shall initiate and conduct a virtual meeting with the Government to discuss overall expectations and plans for the fence replacement work, and submit an approximate schedule for the Government’s review and approval. The Government shall have 14 calendar days after receipt of the submitted schedule to review and comment, and contractor shall respond to and address any Government comments within 7 calendar days after receipt of comments.
Perimeter fence replacement work: Contractor shall begin work to replace the existing perimeter fencing within 10 calendar days after Notice to proceed and Government approval of the Contractor’s schedule.
Contractor shall take and provide pictures of all stages of work including demolition of the existing fence, digging holes for new fence pole footings, and installation of new fencing.
Closeout: Contractor shall notify the COR when the fence installation work has been completed. The Government may perform an in-person inspection to verify that all required work has been properly completed prior to payment and project closeout.
6. GOVERNMENT FURNISHED MATERIALS
The Government will provide the following reference documents as Solicitation Attachments:
1. Fence Replacement Plan
2. 2023 Doyle FS Record Drawings
3. 2003 Doyle FS Drawings
The Contractor shall review all provided drawings and plans to verify existing site conditions, utilities, and perimeter fencing details prior to commencing work.
7. SECURITY & ADMINISTRATIVE MATTERS
Security:
The Contractor shall be responsible for safeguarding all Government property provided for
Contractor use or under their control, including securing all facilities the Contractor may access after normal business hours. The Contractor shall coordinate work schedule with the
Contracting Officer’s Representative (COR) to minimize employee ingress/egress to the work areas. The work areas are to be secured and public access will be prohibited.
Public contact:
Contractor personnel may encounter adjacent landowners or members of the public during the performance of their work. Contractor personnel will present a professional appearance and be able to provide appropriate identification, including display of proper identification by each employee. All Contractor and subcontractor personnel shall comply with all Federal and State laws related to citizenship. Contractor personnel shall inform any trespassers along the right of way of hazards and, as necessary and appropriate, ask trespassers to leave fenced off or restricted areas. If Contractor personnel encounter the news media, they should refer all questions to the Department of Interior’s Communications Office.
Government Observations:
Government personnel and representatives including the COR, Project Inspector, and others may from time to time observe, photograph, or record Contract operations, and may gather information from the Contractor’s personnel. These Government personnel and Government representatives will not meaningfully interfere with Contractor performance.
Regular Work Hours:
The performance period established for this contract is based upon all work being conducted during regular working hours between 7:00am and 6:00pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including
Saturdays, Sundays, and government holidays, a request must be submitted to the COR in sufficient time to allow satisfactory arrangements to be made for access to the work site.
Communications:
“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after
12:00 pm locally prior to a holiday will not start until the next business day. All times are local
Pacific Time.
Federal Holidays:
The following Federal Legal Holidays are observed:
New Year’s Day Martin Luther King, Jr. Day President’s Day Memorial Day Juneteenth National Independence Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day
Fire Danger Season:
If the Contracting Officer (CO) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the CO.
