About this file

This is a Questions and Answers (Q&A) document for the Doyle FS Perimeter Fence Replacement solicitation issued by the Department of the Interior Bureau of Land Management California Region (Solicitation Number: 140L1226Q0036).

The document addresses three key inquiries regarding fence replacement work: property access, property line staking responsibilities, and material specifications. Regarding site access, the Eagle Lake Field Office is coordinating with the County to determine if contractors may utilize County land in areas where interior BLM land lacks adequate working space for fence installation. For property line demarcation, the Cadastral team is being consulted on staking requirements. Most significantly, the Q&A clarifies material specifications for the replacement perimeter chain-link fencing. Contractors must comply with the "Doyle FS Specifications - Section 32 31 13 Chain Link Fences and Gates" document and construction drawing details on sheet C-202. The specification mandates 9-gauge galvanized chain-link mesh (not 11-gauge as queried), with the specifications document governing where discrepancies exist between specifications and drawings. Contractors must follow all specifications regarding post sizes/schedules, top rail, bottom tension wire, galvanizing requirements, and other material standards as detailed in the provided specification documentation.

Q&A’s

1. Do we have permission from the County to use part of their land to work on portions of the fence where there is not adequate space from the interior BLM side to work on the fence?

A. (I’ve reached out to Eagle Lake FO and they will contact the County to see if we can use a part of their land for this work.)

2. Who is responsible for staking the property line?

A. (I’ve reached out to Cadastral to see if they can help stake out the property line.)

3. The Statement of Work requires the replacement fencing to match the type, material, height, and configuration of the newer existing perimeter fencing that is to remain, and references the latest construction drawings, including Detail C-202.

Please confirm whether 11-gauge galvanized chain-link is acceptable, and please clarify the required chain-link gauge, mesh size, post sizes/schedules, top rail, bottom tension wire, coating/galvanizing requirements, and any other material requirements that must be followed for the replacement fence.

A. See additional specification document provided (“Doyle FS Specifications – Section 32 31 13 Chain Link Fences and Gates”). The new replacement perimeter chain-link fencing shall be installed per the specification document and the details included on sheet C-202 of the provided construction drawings. Where there is a discrepancy between the drawings and specifications, the specifications shall govern. Per the specification document, the chain link fence mesh shall be 9 ga.
