About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood seeks replacement of in-ground fiber optic cable at Douthit Gunnery Range on Fort Riley, Kansas, with proposals due May 1, 2026. This procurement is set aside for small businesses.
Work involves trenching to depths of 4 to 6 feet, removal of existing fiber optic cable, installation of new 3-pair fiber optic cable, and backfilling at two locations: approximately 80 meters at the first location and 70 meters at the second location. The second location also requires repair of a junction block and replacement of a fan-out kit. Performance period runs May 11 to September 30, 2026, with work scheduled during periods when the Gunnery Complex is not in operational use. Performance occurs within normal business hours (7:30 AM to 5:00 PM Central Standard Time, Monday through Friday, excluding federal holidays).
The contract is firm fixed price, non-severable, with payment only after all services are completed. Period of performance is 14 calendar days from award.
Evaluation uses a trade-off best-value methodology with all non-price factors considered equally important as price when combined. Technical acceptability, scheduling ability, and past performance are evaluated separately; only offerors rated acceptable in all technical elements advance to price consideration. Past performance will be assessed on recency (contracts within three years with at least six months documented performance), relevancy (similar scope and magnitude), and quality.
Key personnel requirements include a Local Program Manager with minimum five years relevant experience and a Quality Control Manager with minimum five years oversight experience and three years specialized experience. All contractor personnel require clear local background checks, AT Level I and OPSEC Level I training within ten days of award, iWATCH briefing within ten days, and signed non-disclosure agreements five days prior to work commencement.
An optional site visit is scheduled for April 27, 2026, at 1300 hours at DMPR Building 9299, 6800 Road N, Fort Riley, Kansas. NAICS code is 238210; PSC code is N061.
