About this file
This document is an addendum to FAR 52.212-1 Instructions to Offerors that establishes quote preparation and submission requirements for Solicitation W911RX26QA038, a Firm-Fixed-Price contract for fiber optic cable replacement at Douthit Gunnery Complex on Fort Riley, Kansas. Offerors must submit quotes by the date specified in Box 8 of SF 1449 via email to noah.w.younger.civ@army.mil in Microsoft Office-compatible formats (Word, Excel, PowerPoint) with Adobe PDF acceptable for pages that cannot be submitted in those formats. Quotes must include two separate parts: Part 1 addressing Technical Acceptability and Scheduling, and Part II providing Quote and Pricing using the supplied Price Bid Exhibit in Excel. Offerors must complete and sign the "Douthit Fiber Optics Repair - Salient Characteristics" form detailing their ability to begin service performance immediately upon the May 11, 2026 Period of Performance start date and adapt their schedule to the Douthit Gunnery Range Training Schedule. All pricing must be submitted on the "Solicitation - W911RX26QA038" document and include all fees to be charged upon contract service completion.
The contract involves replacement of approximately 150 meters of in-ground fiber optic cable at two locations, including trenching to depths of 4-6 feet, cable removal and installation, and backfilling, with the second location requiring junction block repair and fan-out kit replacement. Award will be made on a Trade-off Best-Value basis considering price, technical acceptability, and scheduling ability as equally important non-price factors. Offerors must hold prices firm until June 1, 2026, and payment will occur only after all required services are completed. The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is the contracting agency. Adequate price competition is anticipated; however, the contracting officer reserves the right to request cost information if competition is determined to be inadequate during evaluation.
