About this opportunity
The Defense Logistics Agency Energy seeks offers for bulk fuel additives—Fuel System Icing Inhibitor (FSII) and Diesel Fuel Additive (LIA)—across worldwide locations with an original response deadline of August 3, 2026 at 1:00 PM Fort Belvoir time; this opportunity has been amended four times through October 15, 2026.
This is a partial small business set-aside with a 27% small business reserve and an additional 8(a) set-aside of 851,000 USG for FSII and 13,000 USG for LIA. Place of performance spans Continental US (CONUS, including Guam), Europe, Middle East, and Japan via tank truck for CONUS and ISO-containers (5,000 US Gallon capacity) for international destinations via truck or cargo vessel.
The estimated quantities are 3,141,000 USG for FSII (NSN 6850-01-057-6427) and 98,000 USG for LIA (NSN 9140-01-604-2853). All LIA products must conform to MIL-PRF-32490 and be listed on Qualified Products List QPL-32490 by date of award; only Grade A and B are authorized for bulk storage at DLA Energy facilities. FSII must conform to MIL-DTL-16884. The anticipated ordering period runs from award through December 31, 2028, with delivery January 1, 2027 through December 31, 2028, plus 30-day carryover for CONUS and 90-day carryover for OCONUS locations.
All proposals must be submitted on a firm fixed-price FOB Destination basis using the mandatory Bulk Offer Entry Tool (OET) with electronic submission through SAM.gov; hard copy solicitations are not available. FSII pricing includes economic price adjustment based on ethylene and methanol market prices with a 400 percent upward ceiling per program year; LIA is firm fixed price with no escalator. Dealers must submit firm supply commitment letters. Multiple requirements contracts will be awarded. Amendment 0004 (October 15, 2026) updated the set-aside percentage to 27% and incorporated QAP E46 Bulk Additive Handling (September 2026).
