About this file
This document is a presentation on the Offer Entry Tool (OET), a web-based system administered by the Defense Logistics Agency (DLA) for submitting offers in response to Requests for Proposals (RFPs) for petroleum products. The OET is mandatory for DLA Energy's Bulk Petroleum and Direct Delivery Business Unit procurements across five regional programs: Inland East Gulf (IEG), Atlantic/European/Mediterranean (AEM), Western Pacific (WESTPAC), Rocky Mountain West Coast (RMW), and Deep Freeze. The solicitation prescribes whether OET usage is required for specific opportunities.
The OET submission process consists of three rounds at the Contracting Officer's discretion: an Initial Round (required for all solicitations and must be submitted before the published closing date to qualify for subsequent rounds), an Interim Round (optional with data fields locked except for price adjustments), and a Final Proposal Revision followed by a Price Reduction Round where only pricing modifications are permitted. Vendors must obtain a CAGE code through SAM.gov and create an account in the Account Management and Provisioning System (AMPS) at https://amps.dla.mil/oim by selecting Energy Applications, Energy OET, and Energy OET Prod-100. Account access typically requires one to two weeks and requires login every 30 days with passwords expiring every 60 days. The OET consists of three primary components: My Account (contact information and business status), Offer Details (shipping points, products, quantities, and pricing sent to the Bid Evaluation Model), and the Offer Submission Package (clauses, exceptions, and conditional statements). Best practices include reviewing documentation before submission, submitting best offers in the initial round rather than placeholder bids, and familiarizing oneself with solicitation requirements. Support is available through the OET User Manual, the DLA Energy Bulk Technical Team (DESC-BTechTeam@dla.mil) for access issues, and Sean.Lucas@dla.mil for functionality questions.
