About this opportunity

Defense Logistics Agency Energy seeks transportation and offload services for Aviation Turbine Fuel (JP-5) from Defense Fuel Support Point Houston, Texas to the Port of Progreso, Mexico, with quote submissions due October 19 and questions due September 28. The acquisition is unrestricted and firm-fixed-price under NAICS 484230 (Specialized Freight Trucking, Long-Distance).

Place of performance is Progreso, Mexico. The contractor must receive, transport, and discharge approximately 20,000 U.S. gallons of Government-owned JP-5 monthly (240,000 gallons annually) from November 1, 2026 through October 31, 2027. The contractor furnishes all personnel, equipment, tank trucks and/or ISO containers, management, licenses, permits, customs clearances, insurance, and security measures at its own expense, with services required seven days per week from 0700–1800 hours including weekends and Federal holidays. Licensed drivers certified to transport hazardous and flammable materials are required; all vehicles must be no older than seven years and in good mechanical condition. The contractor maintains all U.S. and Mexican operating authorizations throughout performance.

Vessel-offload equipment must include minimum 2.5-inch diameter, 150-foot hoses with D1-R nozzle connections (or 2.5-inch camlock alternatives). Tank trucks must have clean, dry internal surfaces and be sealed with Alulock 2.0mm serial-numbered seals. Daily SITREPs, detailed truck reports, fuel loss reports, accident reports, and driver reports are required. In-transit losses may not exceed 0.5% per DOD 4140.25M. Quality control must comply with MIL-STD-3004, and contractors must implement a documented Quality Control Plan incorporating ISO 9001 standards per the revised Supplementary Quality Assurance Provisions (Amendment 1).

Two CLINs are included: CLIN 0001 for base year transportation and offload at a fixed per-gallon rate for 240,000 USG, and CLIN 0002 for demurrage/standby laytime at an hourly rate for 30 authorized hours. Award goes to the responsible offeror with the most advantageous offer based on technical capability (licensing, cross-border authority, equipment compliance) and price using simplified FAR Part 12 procedures. The requirement does not qualify for small business set-aside status as performance occurs outside the United States.
