About this file
This document is a Supplemental Quality Assurance Provision (SQAP) for DLA Energy contracts covering aviation fuel, marine diesel, lubricating oils, and related petroleum products. Revision 1 (ENERGY QAP E1) dated April 11, 2024, establishes comprehensive quality control and inspection requirements for contractors supplying fungible jet fuel via pipeline, tank truck/trailer, rail car, and intermodal containers to JET A/JET A-1 terminals and subsequent distribution points.
The contractor must maintain a written Quality Control Plan (QCP) that includes contact information for key operational positions, facility schematics with inspection points, procedures for full specification A-Level testing on each batch tank with documented results on Certificates of Quality (CoQ) or Analysis (CoA), and detailed procedures for additive line injection, tank truck/trailer inspection, and pipeline compliance verification. For non-aviation fuels (Marine Diesel F76, lubricating oils, and PC&S shipments via pipeline or waterborne transport), the QCP must incorporate ISO 9001 quality management system requirements or equivalent. Critical requirements include sampling procedures compliant with API MPMS standards, comprehensive testing protocols per Tables II and III for various product types and delivery modes, calibration programs per ISO 10012, storage and handling procedures, loading and shipping procedures for tank cars, trucks, containers, and FOB origin/destination tankers and barges with specific strainer/filter requirements (60 mesh for aviation fuel, 100 mesh for lubricating oils under 20.0 centiostokes). The SQAP mandates sample retention periods ranging from 15 days for fuels to 45 days for lubricating oils, pre-loading conveyance inspections, investigation of quality/quantity discrepancies, sealing of conveyances when required, and corrective action procedures. All documentation including test reports, additive blending records, vessel notices, customs documents, bills of lading, and DD Forms 250-1 must be completed and distributed prior to release, with CoQ/CoA results entered into the Statement of Quality Tab during Energy Receiving Report submission in the Wide Area Workflow (WAWF) system.
