About this opportunity

The Defense Logistics Agency Energy (DLA Energy) is seeking qualified businesses to provide uninterrupted ground fuel support throughout Alaska for a five-year period. This Request for Information (RFI) is designed to identify contractors capable of supplying approximately 65 million gallons of fuel across 160+ line items, including various diesel fuels, automotive and aviation gasoline, aviation turbine fuels, and fuel oil burners. The agency requires contractors to demonstrate technical capabilities, fuel supply expertise, transportation modes, and compliance with specific fuel specifications outlined in their quality assurance provisions. Interested companies must submit detailed responses by January 25, 2025, at 10:00 PM EST, addressing company background, fuel supply capabilities, socioeconomic program participation, and specific Alaska service locations. DLA Energy plans to issue the formal solicitation on or around March 2, 2025, and will evaluate responses based on the comprehensiveness of information provided about technical capabilities, fuel types, and geographic service coverage.

The RFI does not specify a specific set-aside for small businesses, though it encourages companies to indicate their small business status in the System for Award Management (SAM). While no incumbent contractors are mentioned, the solicitation requires respondents to disclose any previous participation in the Direct Delivery Ground Fuels Program, particularly in Alaska. The total estimated fuel quantity of 65 million gallons represents a significant procurement opportunity within the NAICS 324110 Petroleum Refineries category. Potential contractors must be prepared to support multiple transportation modes including airlift, barge, tank wagon, and tank truck services, with the ability to deliver fuel across various Alaska locations. The five-year contract period suggests a substantial commitment from DLA Energy to establish a stable and reliable fuel supply chain for Department of Defense and federal civilian agencies operating in Alaska.
