About this file
This is a DLA Energy quality assurance provision (QAP) document that specifies requirements for Fuel Oil, Burner No. 1 S5000 (NSN 9140-00-247-4366). The document establishes that supplied fuel must conform to ASTM D 396 specifications and meet all applicable federal, state and local environmental requirements, including Clean Air Act Title V permits.
The key technical requirements include: maximum sulfur content of 0.50 weight percent (or stricter if required by state/local regulations), mandatory red dye content (Solvent Red 164) at specified concentrations, and prohibition of used oil. The provision allows blending of compatible grades through mechanical mixing or in-line blending prior to transport. For contractors delivering kerosene to meet No. 1 burner oil requirements, they must provide annual certification of specification compliance and include documentation with each delivery indicating No. 1 burner oil is being delivered. All kerosene must be tax-free and dyed according to IRS regulations. The document is approved for public release with unlimited distribution.
