About this opportunity
The Naval Supply Systems Command, through the NAVSUP Fleet Logistics Center at Pearl Harbor, is seeking maintenance support services for diver life support systems (DLSS) in support of Explosive Ordnance Disposal Group One (EODGRU1) located in San Diego, California. This Request for Information is strictly for market research purposes and does not constitute a formal solicitation or obligate the Government to award a contract. The contractor must provide comprehensive routine and depot-level maintenance services including hydrostatic testing, refilling, cleaning of high and low pressure piping components, maintenance of Haskel oxygen booster pumps, Bauer compressor maintenance, maintenance of Viper Underwater Breathing Apparatus, and maintenance of Transportable Recompression Chambers. Key qualifications include five certified personnel: a NAVSEA-certified precision oxygen cleaning instructor, a certified oxygen booster pump maintenance technician, a Haskel brand certified technician, a DOT-designated hydrostatic test operator, and a Bauer compressor certified employee. All maintenance work (excluding non-transportable compressors and air systems) must be completed at a NAVSEA-certified facility with specific turnaround times including two hours for emergent repairs and 25 calendar days for hydrostatic testing. Interested contractors must submit their Statement of Capability (maximum 7 pages) and company information to Contracting Officer Rachel Tamashiro at rachel.m.tamashiro.civ@us.navy.mil with subject line "RFI_N0060426DLSS" by March 24, 2026.
This opportunity has no set-aside designation and carries a Small Business threshold of $19.0 million under NAICS code 541380 (Testing Laboratories and Services). The contract period consists of one 12-month base period beginning June 1, 2026, and one 12-month option period, with services provided on a firm fixed-price basis during standard working hours (0900-1700 Monday through Friday). The service parts list specifies significant equipment maintenance requirements including 100 gas cylinder fills, three Oxygen Transfer Pump Assembly systems, four Bauer O26-D air compressors, five C-D/DV/Navy compressors, multiple recompression chamber systems, 300 DLSS gauges requiring calibration, and 300 SCUBA cylinders requiring 60-month hydrostatic testing. The contractor must deliver monthly status reports, annual performance data via secure Navy portal, and certification records within five business days of contract start. No incumbent contractor or current award value has been identified in this market research phase, as the Government is conducting sources sought to determine the availability and capability of qualified vendors before issuing a formal solicitation.
