About this opportunity
The Federal Emergency Management Agency seeks all-inclusive multimodal transportation and shipping services from Continental United States ports to Puerto Rico and the U.S. Virgin Islands under a multiple-award Indefinite Delivery Indefinite Quantity contract, with Phase II proposals due August 28, 2026 at 12:00 PM ET. The procurement is a Women-Owned Small Business set-aside.
Place of performance spans CONUS ports of embarkation in the Mid-Atlantic, South Atlantic, and Gulf Coast regions, with operational performance at ports of debarkation and FEMA-designated locations in Puerto Rico and the U.S. Virgin Islands. The contract period runs October 1, 2026 through September 30, 2031 (base year plus four optional one-year periods).
Services required include ground transportation and drayage from origin points to ports of embarkation and from debarkation ports to FEMA points of need; ocean freight for containerized and breakbulk cargo with dedicated vessel voyages (30-day minimum commitment); air transportation for time-sensitive deliveries (48–72 hours) in standard pallet sizes; containerization into 53-foot containers (20- and 40-foot optional); cross-docking operations; warehouse storage of approximately 500,000 square feet per facility at multiple locations; container and material handling equipment services; catch yard operations capable of holding up to 300 trailers; and commodity pre-positioning and retrograde services. The contractor must achieve initial operational capability within 24 hours and full functionality within 48 hours of task order award and maintain continuous 24/7 operations. Performance is measured against 98% on-time delivery for urgent requirements and 95% for other requirements, with acceptable quality limits allowing no more than 90% of reports to be late. All pricing is firm fixed price submitted by item line.
Key personnel must include a Contracts Administration Program Manager and Contractor Operations Project Manager, each with minimum seven years of logistics and transportation experience. All contractor personnel requiring access to DHS/FEMA systems or facilities must undergo background investigations ranging from Tier 1 to Tier 4 commensurate with risk level. The contractor must comply with Jones Act requirements and provide cargo insurance equal to cargo value, plus port, liability, pollution, and environmental insurance. Pricing must include all customs clearance costs, duties, port charges, and related fees incorporated into line items. Small business subcontracting goals are 47% overall small business, 5% SBD prime, 3% HUBZone, 5% SDVOSB, and 5% WOSB. Amendments 0001, 0002 (extending Phase II deadline by one week), and 0003 (addressing additional questions) have been issued. NAICS code 483113; PSC V115.
