| Specific to custody of FEMA Relief Supplies, Pre-Positioning, and Mobilization Flow: The draft PWS references contractor responsibilities for "staging" and "storage". Can FEMA clarify whether, prior to task order issuance or disaster activation, FEMA retains custody of all commodities, equipment, and supplies, or whether the contractor is expected to stage and/or store FEMA-owned commodities in advance of an activation? a. If the contractor is expected to store FEMA supplies prior to a disaster response, can FEMA clarify whether storage, handling, and security costs would be authorized and compensated, and under what contract mechanism? b. If FEMA retains custody prior to activation, can FEMA clarify where commodities are typically staged (e.g., FEMA Distribution Centers, other government facilities, or third-party locations)? | Prior to contract activation FEMA will maintain custody of all comodities through STOS contract options. Upon activation of DOTS-VIPR contract, contractor will maintain custody of all commodities. Depending on the CLIN's that are activated for the disaster will determine the needs of FEMA from the contractor. Staging and storage requirements will be discussed with the contractor prior to activation and all costs for activation will be authorized prior to contract activation. Commodities are typically staged at FEMA Distribution Centers in Puerto Rico for pre-positioning. | |
| Specific to FEMA Distribution Loading Capability: a) Based on past performance, how many containers (53') can FEMA load in one day? Does this capability vary per Distribution Center? b) Will FEMA's hours of operation equal those required by the contractor of 24/7 at FEMA D/Cs for loading, staging, pick-up, and general flow of cargo? c) Will FEMA require live load at D/C? d) Will FEMA require drop and pick at D/C? e) Or, will FEMA designate requirement at time of Distribution Order (DO)? f) Based on past performance, which is the primary FEMA Distribution location designated to support the Virgin Islands and Puerto Rico during Hurricane impact? | Capability of 53' containers varies by Distribution Center and hours will be adjusted based on requirements and severity of disaster. FEMA may require live load but it is not always the scenario and requirements/destination will be determined at time of Distribution Order release. Past performance for Puerto Rico response has shown Distribution Center Carribbean (Road 4 Km 25.1 Querada Arenas Ward, Caguas, PR 00725), | |
| Will FEMA perform loading of Container at designated FEMA Distribution Centers? The question is specific to the verbiage of, "containerize". a. Assumption is YES, as the Product/Service Code for this contract is V115, TRANSPORTATION/TRAVEL/RELOCATIONTRANSPORTATION: VESSEL FREIGHT, and the solicitation document encompasses zero applicability to Labor onsite at FEMA Distribution Centers. b. This question is not applicable to any requirements outlined regarding Cross Dock, provider’s warehouse, catch yard, vessel terminal, and/or contractor owned distribution facilities (only applicable to noted Section 2.2.2). | FEMA maintains a limited number of containers for OCONUS operations. The containers will be prioritized for initial shipments prior to cross dock operations involving 53' dry van trailers. | |
| Specific to FEMA Place of Performance: Based on past performance, is there a trend for expected volumes per FEMA D/C locations as outlined in Section 4.3, page 16, to allow for equipment planning? Will FEMA be looking for respondents to present their strengths across the broad geographic network outlined in Section 4.3? | The trend is not available as response depends on the overall disaster relief and commodity movements. Origin for shipments will be determined once Distribution Orders are released and the anticipation is that they will be shipped from Distribution Center Atlanta but not guaranteed as the disaster may impact the southeast U.S. and therefore be brought from further away. FEMA is looking for respondents to present their strength across a broad geographic network. | |
| Specific to the timeline of Destination Chassis / Flatbed equipment inventory requirements “The Contractor will maintain on site at the destination a capability (minimum of 10 chassis/flatbeds)" a. Assumption is this requirement is based on the requirements outlined in 2.1 of, "The contractor shall be initial operational capability (IOC) within 24 hours and fully functional within 48 hours of task order award to ensure minimum disruption to government business." If this is incorrect, can FEMA provide the timeline. b. Can FEMA provide an estimated of time required for equipment to remain on hand and/or available from past performance utilization? | The assumption is correct as the requirement is based on the requirements outlined in 2.1. Estimatted time required for equipment to remain on hand and/or available is approximately 30 days. | |
| Specific to Mobilization Timeline and Pre-Landfall Activities: PWS Section 1.3 references FEMA beginning mobilization activities approximately 48 hours prior to anticipated hurricane landfall. Can FEMA clarify whether: a. The 48-hour timeframe represents a typical planning assumption, or b. FEMA may initiate mobilization, staging, or preparatory activities earlier than 48-72 hours when storms are forecast further in advance? | The 48 hour timeframe represents a planning assumption that we have all necessary funding, documentation, signatures, and commodities approved and authorized prior to disaster occurrence. FEMA may initiate mobilization prior to that 48 hour timeframe but that is not the typical method. Planning discussions may take place prior to that 48 hour timeframe but will simply be informational while drafting activation documents. | |
| Specific to Non-Containerized Freight: The PWS references the movement of cargo that may not be containerized, including vehicles, utility poles, and other breakbulk or irregular items (e.g., Sections 2.1, and 2.2.2). a. Can FEMA please clarify what types of oversized, irregular, or non-standard (“project cargo”) items have been transported historically under this requirement (or similar FEMA transportation contracts)? This information will assist offerors in appropriately assessing equipment, handling, and transportation requirements? b. Can FEMA advise what the timeline on notification of equipment need is for out-of-gauge cargo due to the historic nature of equipment availability? What are the expectation of provision of equipment after Distribution Order (DO)? Is it also 48-72 hours? c. Can FEMA confirm timeline of notification that Hazardous cargo will be required to move? Can FEMA confirm all information specific to Hazmat is provided on DO? | Non-containerized freight can be a variety of equipment. Vehicles, including bucket trucks, sanitation trucks, or vehicles. Utility poles, concrete or wood. Electrical transformers, generators, or fuel tankers. This list is an example and not all-inclusive. Notification of equipment need will be more than five days on average and the expectation to provision equipment after the DO is typically 72 to 96 hours based on vessel in-gate timing. Hazardous cargo will have a similar time frame but most shipment of this nature will be based off vessel in-gate schedule and availability. | |
| Specific to 2.2.1 CONUS Catch Yard: It is assumed that the Catch Yard is specific primarily to ocean containers, encompassing the below and not applicable to domestic trailers due to the verbiage of, "The trailers will not be dropped at this yard, but it will be a holding pattern before they are triaged for delivery to Cross-Dock facility or port of embarkation." Will the Catch Yard include, a) storage of domestic trailers, loaded at FEMA facilities, awaiting Cross-Dock b) fully loaded ocean containers awaiting vessel departure c) empty ocean containers awaiting dispatch to FEMA D/C for loading d) and/or awaiting dispatch to Cross-Dock for loading into Ocean Container(s) and Ocean transport? | The Catch Yard will be used for a multitude of purposes. To ease port congestion, stage containers prior to upcoming shipments, metering the cross dock activities, empty trailer yard. | |
| Please clarify if the Table of Contents belongs in each volume or the Cover Letter. If it belongs in the Cover Letter, please increase the page count to 5 pages. | OCPO Response: Each volume shall include a table of contents which will not count to the page totals. |
