About this file
This is a Statement of Work (SOW) for the inspection, cleaning, and minor repair of potable water reservoirs at Dinosaur National Monument, dated April 2026 (revised July 2026). The work involves cleaning and inspecting seven concrete water storage tanks located across seven sites within the monument in Utah and Colorado: Quarry Visitor Center, Split Mountain Campground, Green River Campground, Echo Park Campground, Delridge Campground, Headquarters, and Gates of Lodore. The performance period is approximately 90 calendar days commencing September 2026. The contractor must provide all materials, labor, equipment, and supervision necessary to perform the work at no cost to the government.
The scope of work requires comprehensive underwater inspection and cleaning using commercial diving teams with minimum ANSI/ACDE 01-1993 certification and OSHA confined space entry compliance. Dive teams must consist of at least three personnel (five if two divers are submerged simultaneously). Cleaning procedures must include vigorous brushing and vacuum/water suction removal of sediment while maintaining water quality and limiting discharge to 200 gallons per minute with de-chlorination treatment. All diver equipment must be disinfected per AWWA Standard C652-02. The contractor shall provide helmet-mounted video documentation with live narration, comprehensive written inspection reports with high-resolution color photographs and schematics, and detailed condition assessments identifying structural issues, corrosion, and sediment accumulation. Minor repairs identified during inspection may be performed at the government's discretion as a change order option, using potable water-safe materials compliant with USDA, AWWA, and NSF standards. Deliverables include work plans, Health and Safety Plans, inspection reports per reservoir, cleaning logs, and final summary reports with before/after documentation. All work must comply with NPS-83, U.S. Public Health Service drinking water standards, OSHA regulations, and EPA drinking water regulations.

NATIONAL PARK SERVICE
Inspection, Cleaning, and Minor Repair of Potable Water Reservoirs Dinosaur National Monument SOW DINO
1. Background National Park Service manages potable water systems at Dinosaur National Monument to support visitor use, employee housing, and operational facilities. The monument maintains multiple concrete water storage reservoirs constructed circa 1960.
Due to age-related deterioration, including cracking, spalling concrete, and corrosion of embedded metal components, these reservoirs require routine inspection, cleaning, and minor repairs to ensure continued compliance with potable water standards and safe operation.
These reservoirs are classified as critical infrastructure systems.
1.1 DESCRIPTION
A. Park water storage tanks need to be cleaned and inspected to remove the normal buildup of sediment and identify any equipment deterioration that may require repairs in the future. Routine cleaning will ensure the potable water system remains within regulated standards.
B. The scope of work for this contract consists of cleaning seven (7) tanks at seven (7) areas within the park (see Table 1 at the end of this section). Repair work identified during the inspection process that can be accomplished by the diving contractor as part of this contract will be presented to the Movement in a change order quote. The Government has the right to accept or reject the proposal.

TABLE 1
Notes:
1. All water tanks are rectangular below grade cast-in-place concrete constructed in the 1960's.
2. The water source at all locations is good.
3. All reservoirs have a minimum 24-inch square access hatch and an inside ladder.
4. Reservoirs at Green River, and Gates of Lodore are accessible at a minimum by a 4x4 pickup truck with trailer. Echo Park accessible by high clearance 4X4. The Quarry, Split Mountain, and Headquarters reservoirs are only accessible by portable equipment.
2. Objective The objective of this contract is to provide all labor, materials, equipment, and supervision necessary to:
· Perform routine inspection and condition assessment of potable water reservoirs
· Clean and sanitize interior surfaces
· Conduct minor repairs to maintain structural integrity and sanitary conditions
· Ensure compliance with applicable standards, including NPS-83 and U.S. Public Health Service drinking water requirements
3. Scope of Work
1.1 GENERAL
A. Underwater Operations:
1. All Dive Maintenance Technicians and associated in-tank equipment shall be fully disinfected in accordance with AWWA Standard C652-02. All System entries shall be conducted in accordance with applicable OSHA regulations pertaining to Diving in Confined Space; including 1910.401 through 1910.441. Specialty equipment may include but is not limited to; appropriate OSHA climbing and personal fall protection, AWWA and ADC approved commercial diving equipment dedicated to in-service potable water operations.
2. Dive team shall consist of a minimum of three people. If two divers are submerged at the same time a minimum of a five-person diving team is required. All dive team members must have ANSI/ACDE 01-1993 minimum commercial diver training. This requires a certificate of graduation from an ACDE certified commercial diving school or equivalent military or other training (minimum 600 hr.).
3. Dive team must have OSHA approved Standards, Procedures, and Safe Practices Manual present and available for review at each dive location.
1.2 CLEANING PROCEDURES
Cleaning procedures shall combine vigorous brushing of surfaces cleaned, in addition to removing material from the reservoir by vacuum or water suction. Use of a stationery or fixed brush inside or outside the vacuum head for this purpose is not allowed. The potable water reservoir will be in service during cleaning. The cleaning procedures should not create any visible turbidity in the water column. In addition to cleaning all sediment or other material from the floor of the reservoir, the divers shall ensure that all sediment is removed from the floor to wall seams, support column bases, plumbing fixtures and supports, man entries, or any other areas where the vacuum does not reach during normal floor cleaning.
B. Diving contractor should clean the vertical wall surfaces with similar equipment and procedures as used in cleaning the floor. Cleaning procedures shall combine vigorous brushing of surfaces cleaned, in addition to removing material from reservoir by vacuum or water suction and must be done in such a manner that does not create turbidity inside the reservoir.
C. Maximum discharge rate during the cleaning operations shall be 200 gallons per minute. The Contractor shall make every effort to minimize the quantity of water discharged. All water discharged during cleaning operations shall be de-chlorinated using sodium-metabisulfite or approved equal. Water may be discharged to the ground to a location within 200 feet of the tank as approved by the Contracting Officer.
INSPECTION
Because the tanks are concrete, a NACE inspector is not required.
The inspection shall be accomplished as a continuous process by the driver and include a detailed final inspection. Contractor shall submit a comprehensive inspection checklist detailing all areas of inspection. The Movement will approve the inspection list or amend the inspection list if necessary.
A. Diver should have a helmet-mounted video camera with adequate lighting capable of supplying live video feed to the surface. The live video will be set up so that surface personnel can view underwater procedures as they are performed and so that procedures can be recorded on video tape along with live voice narration. This also provides the Movement with a method of monitoring quality control, to ensure job is done completely and that the diver does not create turbidity. The video camera must have infinite focal range. Cameras with a limited short focal range are not acceptable. Handheld cameras and handheld video cameras, if used, will be used for still or detail images only.
1.3 INSPECTION REPORT
A. Inspection report shall include a high-resolution color video DVD with real time imprint and a time log indicating where each feature or problem area may be found. The DVD shall be narrated live by the divers and/or other personnel (in the control trailer). Provide one hard copy of the computer-generated report with still color images of the fixtures and problem areas, along with a schematic diagram of each tank, and an updated Table 1 with field verified dimensions. The contractor shall also provide the complete report in a single Adobe PDF file, and a copy of all editable individual files in the original format/soft, are that was used to make the report on CD medium.
1.5 REPAIRS
A. Although repair work is not a part of the scope of work for this project, repairs can be made by the diving contractor at the discretion of the Government as an option to this contract. Based on inspection recommendations, the Contractor shall submit a proposal/quote for consideration. Repair work requirements are outlined in Section 13210.
