About this file

This document is a Questions and Answers (Q&A) document related to a federal contract opportunity, likely for maintenance and exchange of engine components. The Q&A covers various aspects of a Performance Work Statement (PWS), including unit exchange program details, engineering support, labor rates, and technical manual references for specific engine models (48/60A, 48/60CR, PC4.2).

Key highlights include the contractor's responsibilities for seeding and funding the unit exchange program, using specific labor categories for engineering support, and pricing unit exchange components individually. The government will determine fair and reasonable pricing using multiple methods, and specific storage and service details will be provided at the task/delivery order level. The document provides clarification on technical manual references, part numbers, and how various aspects of the contract will be handled during task order execution.

Question Answer

Tab 1, 4.1 - Can you please provide the corresponding source documentation that supports the attached list of unidentified part numbers? Specifically, we require an FMD-issued part number from the technical manual and figure reference if available for the FMD verified part number for each part. 48/60A – Tech Manual T9233-CF-IMC-030, 48/60CR – Tech Manual T9233-CR-MMC-040, PC4.2 – Tech Manual T9233-AM-MMC-010

Tab 1, 4.1 does not exist, therefore question is not able to be answered.

If the existing government shutdown isn't resolved by the due date of this proposal, how will it affect this request and the necessary pricing government data points furnished by the Bureau of Labor Statistic that may be required to calculate fair and reasonable pricing?

The availability of the Bureau of Labor Statistics website will not affect the government's ability to determine prices fair and reasonable, as the goverment uses multiple methods for price evaluation.

3 PWS 2.7 – How will the unit exchange program be seeded? (i.e., how will acquisition of cores be funded?)" The Contractor shall seed and fund the unit exchange program.

4 PWS 2.7 – How many engine sets of unit exchange items are required?

The Contractor is expected to price unit exchange components individually. The unit exchange quantity will be dictated at the task order level.

5 PWS 2.8 – Should part pricing in Exhibit B include CONUS or OCONUS freight? See General Instructions tab on Exhibit B, specifically #3

PWS 3.1.16 – Please provide additional information regarding storage requirements, including locations, length of time, frequency of access, etc. How should storage be priced in this proposal?

PWS 3.1.16 is an example of the type and range of services that may be acquired under the contract.

Details would be provided at the task/delivery order level.

PWS 3.1.10 – When providing engineering and administrative support to develop training guides, will a labor rate from Exhibit B apply, or will these requests be issued under separate Task Orders?

PWS 3.1.10 is an example of the type and range of services that may be acquired under the contract. Yes, please use Shipboard Lead Technican Standard Time as the labor category/rate.

8 PWS 8.3.11.2 – Which labor rate from Exhibit B applies? Pre-priced Over Time rates for any labor category utilized for a task order would apply.

Exhibit B – In order to accurately quote the components listed on the "TURBO PARTS LIST" tab of Exhibit B, please identify the specific engine application for each corresponding part or FMD verified part number. 48/60A – Tech Manual T9233-CF- IMC-030, 48/60CR – Tech Manual T9233-CR-MMC-040, PC4.2 – Tech Manual T9233-AM-MMC-010

The Contractor has the ability to identify the parts based on the part numbers provided in Exhibit B.

Exhibit B –For the items under the "48-60A Unit Exchange" tab of Exhibit B, please provide a detailed breakdown of the specific assemblies and components that are included in each unit exchange item listed. 48/60A – Tech Manual T9233-CF-

IMC-030

With the part numbers provided in Exhibit B, and in conjuction with the description in Exhibit B, the Contractor has enough information to identify and price the specific assemblies and/or components.

Exhibit B - Can you please provide updated part numbers in Exhibit B (List 48-60A, 48-60CR, PC 4.2) to align with the FMD OEM published technical manuals? 48/60A – Tech Manual T9233-CF-IMC-030, 48/60CR – Tech Manual T9233-CR-MMC- 040, PC4.2 – Tech Manual T9233-AM-MMC-010
