About this opportunity
The Naval Facilities Engineering Command is seeking proposals for a Design-Bid-Build roofing replacement project at Building B-1170 of the Naval Undersea Warfare Center in Newport, Rhode Island. The project involves demolishing and replacing the existing EPDM roofing system, including removal of asbestos-contaminated materials, membrane, insulation, metal fascia, and roof penetrations, followed by installation of a new fully adhered EPDM membrane system with associated components. This solicitation is restricted to seven pre-qualified Multiple Award Construction Contract (MACC) holders under contracts N4008521D0054-0057,0066 serving the North Area of Responsibility, which includes Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont. The contract will be awarded using a lowest-price, technically acceptable evaluation approach. A site visit was conducted on July 15, 2025, and proposals were originally due August 18, 2025, but have been extended to August 21, 2025, at 2:00 PM EST through Amendment 0001.
This opportunity does not utilize any set-aside designation and is available only to the seven pre-qualified MACC holders, which include Benaka Inc., CCI Utility and Construction Services, Kunj Construction Corporation, Ocean Construction Services, PEM-Harkins Joint Venture, Tantara Corporation, and J&J Contractors. The estimated project value ranges between $1,000,000 and $5,000,000, with a completion timeline of 365 calendar days from contract award. The work will be performed at the Naval Undersea Warfare Center facility in Newport, Rhode Island, on Building B-1170, which was originally constructed in 1975 and currently experiences roof water intrusion issues. The project requires coordination with building managers, protection of existing interior surfaces and equipment, and reinstallation of existing mechanical equipment. Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) system, with Shayna Eichner serving as the primary government point of contact.
