About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Design-Bid-Build roofing replacement project at the Naval Undersea Warfare Center in Newport, Rhode Island. The amendment (Number 0001) extends the proposal due date to 21 August 2025 at 2:00pm EST and provides several key updates, including a site visit log, revised attachments changing the project from Design-Build to Design-Bid-Build, additional maintenance logs, an updated Davis-Bacon Act wage determination, and comprehensive responses to 36 pre-proposal inquiry (PPI) questions.

The project involves replacing the EPDM roofing on Building 1170, with specific requirements including reinstalling existing mechanical equipment, protecting interior surfaces and equipment, coordinating with building managers, and addressing technical details such as insulation specifications, metal deck requirements, and roof penetration management. Notable project specifics include the building's original construction date of 1975, existing roof water intrusion issues, and the need to protect existing equipment and surfaces during construction. The contract point of contact is Shayna Eichner from the Navy, and contractors are expected to provide their own estimates for incidental work not explicitly shown in the drawings.

The building's original plans date to 1975.

Does the current roofing have any issues with leaks, lifting, water ponding or other issues?

Yes, the existing roof has water intrusion issues.

Can the NAVFAC Utilities Department share their maintenance logs for the existing equipment?

NUWC can provide the logs that it has- NAVFAC will make their own determination on their information sharing. Please see attachments.

Can the existing equipment be stored temporarily on the roof near its position until it can be re-mounted and re-connected after demolition and new curbing is completed?

Yes, but must be made secure from wind and other hazards.

Will outdoor staging be allowed to access the rooftop by workers?

Yes, scaffolding will be allowed.

Where will the placement of the laydown area be located? Can the site accommodate a construction trailer providing power from

Building 1170?

Notes, What is the maximum allowable downtime for each HVAC unit to properly phase the roofing installation schedule?

Contractor will determine phasing, but downtime should be kept to a minimum and phasing schedule communicated to the COR.

Who is responsible for testing the existing mechanical equipment prior to removal and reinstallation for record-keeping purposes?

All the existing equipment to be re-installed is operable.

The contract is listed as design-build, but design drawings have already been

Design-Bid-Build. There are no drawing expectations from the general contractor.

Please see all updated documents provided in

Amendment 1.

A-12 Det K

For detail K on drawing A-12, is there a basis of design or should bidders create the curb design? What is the fastening pattern of the wood sleepers?

Bidders to create curb design and provide shop drawings through the shop drawing submittal process.

A-12

Is it possible to get more detailed and closeup photos of the existing RTU flashing?

Contractor to verify in field.

A-4

Photo #26, please confirm if a wood base, padding or slip sheet be needed under the antenna cinder block weights.

Provide padding as recommended by roofing manufacturer for gravity mount.

A-3

Photo #21, please provide dimensions of the cylindrical concrete base.

Contractor to verify in field.

A-3

Photo #17, are the existing guy wires/cables intended to be reused or replaced? If replaced, please provide gage or diameter.

Existing guy wires were recently replaced and will be re-used.

Please provide the area in which the contractors will have the laydown area and the approximate size of the area.

This will be determined at pre-construction conference

Is there a preferred location for the stair tower or is this up to the contractor?

This will be determined at pre-construction conference

A crane and possibly a trash chute will be needed to off load the existing roofing debris. Is there a desired location for these to occur from?

This will be determined at pre-construction conference after award.

A-1/A-15

Please confirm the Building 1170 New Roof

Plan West Addition on page A-15 is to be part of this project and please confirm this is the high bay area identified on drawing A-1.

Yes the west addition on A-

15 is part of the project but no, it is not part of the High

Bay area as shown on sheet

A-9.

Due to the shear quantity of conduits run in the metal roof deck flutes and the likelihood of penetrating them, would a urethane foam attached roof system meeting all wind uplift requirements be an option vs the mechanically fastened system?

After checking with Safety and Security, a trash chute is allowed but its use and implementation is contingent upon a safety review- please include trash chute design, specs and location in your safety plans.

The design calls for 1 layer of 3.5" insulation and a 1/2" thick coverboard. This equates to an approximate R-value of 25. Just wanted to confirm that is the design intent. The existing roof system is indicated to be 4.5" thick.

Yes, that is the intent.

We noticed there are no provisions to install any permeant fall protection anchors on the roof. Please confirm this is the intent.

Confirmed.

As there is no Division 6 specification for wood, please confirm the type, grade, rating of wood needed for the roof replacement.

Refer to details on plans, such as detail 12 on sheet A-

14 (pressure treated 2x4 w/ exterior grade plywood, etc).

A-6

Numerous notes reference infilling existing openings with metal deck however no metal deck specification exists. Is the 1 1/2" 22 gauge corrugated decking to be galvanized?

Yes, to be galvanized.

T-1, General

Note 4

"...care shall be taken to protect existing system and surfaces"- Please clarify if this note means protection of existing interior surfaces such as painted surfaces or interior finishes, or does this not also pertain to machinery and HVAC/Mechanical equipment such as roof top units & equipment?

Yes, all existing surfaces and equipment must be protected during construction.

Drawing

T-1, General

Note 13

"The contractor is responsible for all incidental related work not shown on the drawings." We are requesting a "not to exceed" dollar amount be provided to us by the Navy to cover these unknown

"incidentals" so that all bidders are carrying the same dollar amount for this line item.

This would be a fair and reasonable way for us to know how much to cover for this unknown, otherwise there is no way for us to price this.

Contractors must price in their own estimates- the government's cost estimate was already provided.

Drawing

T-1, Project

Note 14

"Existing fume hood vent fans to remain active during roof construction." What fumes are being vented, and is it hazardous to workers on the roof?

The fumes being vented are potentially hazardous, but the vents will be turned off based on coordination with the construction activity.

Drawing

T-1, Project

Note 14

"Existing fume hood vent fans to remain active during roof construction." Per the drawings the exhaust fans and vent stacks are to be removed and reinstalled to allow for roof replacement. Will work in this area need to be done over a weekend? Or is the equipment related to the fume hoods in use

24/7?

The equipment will be powered off in coordination with the construction activity when such construction activity is scheduled to be done.

Solicitation

The solicitation noted "Utilities: The

Contractor shall be responsible for obtaining all utilities required for construction and testing." Are contractors expected to use strictly generators for all tools and will not be allowed to use any building power receptacles?

The building's power receptacles will be available to use, however there are none located on the roof. The exact access point for the construction's electrical needs will again be coordinated with the building manager.

Observation at Bid walk

It was noticed on the bid walk that there is condensate being discharged from equipment directly onto the roof surface and not piped through a neutralizer to a roof drain. This is detrimental to the roof. We don't see that there is a requirement in the

Contractor will be responsible for providing neutralizers to the roof drains and any other work related to a successful warranty.

drawings or specs to correct this. This could potentially affect the roof warranty. Will the

Navy be responsible for correcting this on their existing equipment that is to be reinstalled?

sample report table, pg.

Note 15 states to "remove and reinstall existing roof hatch after curb flashing." but the asbestos report shows that there is asbestos at "North Roof Hatch at Exposed

Metal Deck Assumed: Sandwich between the Wood Blocking and Metal Roof Deck at

All Curbs and Nails on Roof Deck". This roof hatch is barely passible by an average size person- with all of the work that is involved with this one hatch, would the

Navy like pricing to provide and install a larger hatch as a separate price?

Modifying the existing roof hatchways is beyond the scope of this project and should not be priced in.

Observation at Bid walk

There are stored documents and equipment stored in the attic under South roof area, and large equipment (lathes) under North roof.

During the roof replacement process, it is possible for water and debris to enter the interior of the building through the roof penetrations? Will NUWC be responsible for moving equipment and protecting all NUWC property?

Contractor will be ultimately responsible for the protection of all existing government property, however the movement and storage of movable equipment on the interior of the building may be coordinated with NUWC.
