About this opportunity

This Pre-Solicitation Notice announces the Naval Facilities Engineering Command Southeast's intent to award approximately five indefinite-delivery, indefinite-quantity multiple award construction contracts for design-build and design-bid-build fire protection projects. The contracts will provide installation and repair services including design for fire suppression, alarm, water supply, and life safety systems at Department of Defense facilities within the command's area of responsibility. A two-phase evaluation process will utilize a best value continuum method to select proposals offering the greatest technical and price advantages. Phase one proposals must be submitted no less than 30 days after solicitation release on FedBizOpps.

There are no set-aside designations for these requirements. Covered under North American Industry Classification System code 238210 for fire protection services, the solicitation seeks a total of $99 million in orders over five years. Individual task orders will range from $150,000 to $9 million. Evaluation will consider experience with a minimum of three and maximum of five relevant construction projects. The highest rated proposal for an initial seed project task order will receive one of the indefinite-delivery, indefinite-quantity contracts, while the next four highest rated offerors will be eligible for task orders and guaranteed a minimum of $1,000 each.

Notice text

The Naval Facilities Engineering Command Southeast (NAVFAC SE) has been tasked to develop, solicit, and award a Design-Build (D/B) and Design-Bid-Build (DBB) Firm-Fixed-Price (FFP), Indefinite-Delivery/Indefinite Quantity (IDIQ) Fire Protection (FP) Multiple Award Construction Contract (MACC) for fire protection construction projects at Department of Defense (DoD) activities within the NAVFAC SE Area of Responsibility (AOR).

A sources sought notice for this requirement was posted under solicitation N6945018FPMAC on March 5, 2018 requesting small business industry interest and capability statement. Based on responses from the notice, it was determined that the requirement should be issued on an unrestricted basis.

The Request for Proposal (RFP) will be issued on an unrestricted basis inviting full and open competition. All responsible businesses with the specialized experience and qualifications required by the solicitation may submit a proposal to be considered by the agency. The NAICS code for this IDIQ MACC solicitation is 238210 with a size standard of $15,000,000.

This solicitation will result in the award of approximately (5) Design-Build and Design-Bid-Build IDIQ MACCs, unless a number more than five (5) is determined to be in the best interest of the Government. The total aggregate value for all contracts to be awarded from any resultant solicitation is $99,000,000 maximum over a five year ordering period.

There is no yearly or per contractor limit except for the total five (5) year maximum. Task orders will be firm-fixed-priced, normally in the range of $150,000 to $9,000,000 per order. However, task orders under or over these amounts may be considered if deemed to be in the Government’s best interest.

Work to be performed will primarily consist of fire protection installation or repairs (new construction and renovations) with professional engineer design capabilities. Work will include but is not limited to: 1) fire suppression systems (wet, dry, pre-action, wet chemical, deluge); 2) water supplies (fire pumps, tanks and underground water mains); 3) low and high expansion foam (aqueous film-forming foam (AFFF) systems, high expansion foam system, releasing systems, underground containment systems, and surface containment systems); 4) gaseous agents (carbon dioxide and clean agents); 5) special hazards protection; 6) fire alarm systems (detection, reporting, and mass notification); and 7) life safety system renovations (penetration fire stopping, fire door replacement, fire wall repairs).

Projects may include design-build, modified design-build or full plans and specifications.

Work will be performed within the southeastern theatre of the United Stated to include but not limited to the following areas: South Carolina, Georgia, Florida, Alabama, Arkansas, Mississippi, Kansas, Louisiana, Texas, Tennessee, Missouri, Oklahoma, Guantanamo Bay Cuba, and the Bahamas. Work may be required in other locations in the area of responsibility of NAVFAC SE if deemed necessary and approved by the NAVFAC SE Chief of Contracting Office.

The source selection method to be used is a best value continuum process in a negotiated two-phase acquisition utilizing the trade-off approach. Formal two-phase source selection will be used to select the proposals that provide the best value to the Government from a technical and price standpoint.

In accordance with FAR Subparts 15.1 and 15.3, a trade-off approach to source selection will be used for this solicitation with respect to the initial award.

Offerors selected to proceed to Phase Two will be required to submit a technical and price proposal for a seed project. Offerors who fail to submit a technical and a price proposal will not be considered for an award. The offeror with the best value proposal for the seed project will be awarded an IDIQ MACC with a five year ordering period and the seed project task order. The remaining four (4) selected offerors will be awarded an IDIQ MACC with a five year ordering period and a minimum guarantee of $1,000.00 over the five (5) year period.

This will be an electronic solicitation, which can be downloaded from FedBizOpps at https://www.fbo.gov.

The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit will be held for those offerors chosen to participate in Phase Two (exact date and time will be specified in the Phase Two solicitation). Phase One proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the Phase One solicitation). Offerors are responsible for checking the FedBizOpps website for the solicitation and any subsequent amendments that may be issued. NO CONTRACT AWARD WILL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTERING WITH THE SYSTEM FOR AWARD MANAGEMENT (SAM).

PLEASE VISIT THE SAM WEBSITE AT https://www.sam.gov FOR INSTRUCTIONS ON HOW TO REGISTER.
