About this file
This document is a Highest Technically Rated Offeror (HTRO) Self-Scoring Matrix for a Multiple Award Task Order Contract (MATOC) solicitation (W519TC-25-R-0026) issued by the Department of the Army for design, build, and construction services at Government Owned-Contractor Operated (GOCO) ammunition facilities. The matrix provides a detailed scoring mechanism with 22,400 total possible points and a minimum technical threshold rating of 15,680 (70%), where offerors must self-score across multiple evaluation factors including mandatory technical requirements, prior experience, and small business achievement.
The solicitation requires offerors to demonstrate specific capabilities, including a single task order bonding capacity of $200,000,000, an aggregate bonding capacity of $500,000,000, and an Experience Modification Rate (EMR) less than 1.0. Contractors can earn points by submitting up to four contract references in various categories such as prime contractor experience, architect-engineer design experience, subcontract management, specialized contracts involving chemicals/petroleum, energetic materials, material handling systems, utilities infrastructure, process hazard analysis, site safety planning, and work at government-owned industrial facilities. Feedback and questions are due by September 25, 2025, with potential one-on-one industry sessions available through point of contact Rebecca S. Bernard.
