About this opportunity

Naval Facilities Engineering Command is soliciting design-bid-build repair and renovation of Building 419 (Student Housing) at Naval Air Station Oceana, Virginia Beach, Virginia, with proposals due June 23, 2026. This procurement is restricted to MACC holders under IDIQ Multiple Award Construction Contract N4008521D0079-0086; eight eligible contractors are AMERESCO, Harkins, RQ Construction LLC, Sauer, SB Ballard, Walsh, Whiting Turner, and WM Jordan. No set-aside is used.

The project converts an existing 87,449 square-foot building into a 104,132 square-foot, three-story structure housing 336 enlisted personnel in 168 bedrooms, with all work brought to current code requirements and UFC 4-721-10N standards. Estimated contract value ranges from $25 million to $100 million. Completion is required within 716 calendar days from award (including 15 days for bonds and insurance approval), with liquidated damages of $14,544.88 per calendar day of delay.

Scope includes hazardous material abatement, building interior renovation, walkway enclosures, and replacement of all substandard major building systems. The price schedule includes base work subdivided into interior work, exterior sitework, and foundation piling, plus unit-priced items for asbestos removal, soil remediation, contaminated soil handling, and construction dewatering. Optional items cover parking lot work, roof plaza, gazebo, door surrounds, door panels, audio-visual equipment, and furniture, fixtures, and equipment (FF&E), exercisable within 120 or 365 days of award depending on category.

Davis-Bacon prevailing wage rates apply (General Decision Number VA20260167, dated May 18, 2026). Evaluation uses a best-value tradeoff process weighing Management Approach and Schedule and Past Performance equally, with combined weight approximately equal to Price. A bid guarantee of 20 percent of proposed price (not to exceed $3 million) is required. Prospective offerors must attend a mandatory site visit (held May 19, 2026) and submit pre-proposal inquiries no later than ten calendar days before the proposal deadline. Offerors must acknowledge receipt of all four amendments (issued May 20, June 4, June 11, and June 17) prior to submission or face offer rejection.
