This is Amendment 0003 to Solicitation N40085-26-R-0106, a Design-Bid-Build contract for Building 419 Repair and Renovations at Naval Air Station Oceana in Virginia Beach, Virginia, issued by NAVFAC Mid Atlantic Contracting Core and effective June 11, 2026. The amendment extends the proposal due date from June 15, 2026 at 2:00 PM ET to June 22, 2026 at 2:00 PM ET, providing additional time for contractors to prepare submissions.
The amendment updates the General Requirements section with revised liquidated damages in accordance with FAR 52.211-12 (Deviation 2026-O0038). The daily liquidated damages rate has been reduced from $33,293.88 per calendar day to $14,544.88 per calendar day for each calendar day of delay until work completion or acceptance. The amendment also provides responses to 32 pre-proposal inquiries addressing technical specifications including aluminum finish standards (AAMA 2605 with 2-4 coats), anti-terrorism force protection (AT/FP) requirements for glass and frames, dumpster pad and screen wall inclusions in Bid Option 1, floor finishes for utility rooms, existing furniture removal (5,880 cubic feet), site tree protection requirements, and clarifications on substitution allowances for resinous flooring products. Contractors must acknowledge receipt of the amendment prior to the submission deadline through one of three methods: completing and returning amendment items 8 and 15, acknowledging receipt on each offer copy, or submitting separate written or electronic communication referencing the solicitation and amendment numbers.

Question
Page Section Paragraph Question Response
1 Solicitation
A review of the solicitation indicates a performance period of 716 calendar days and Liquidated Damages (LDs) set at $33,293.88 per calendar day. While the contract duration appears reasonable for a project of this scope, the daily liquidated damages rate appears disproportionately high for the nature of this requirement.
Furthermore, comprehensive renovations of existing facilities carry an inherently high risk of latent, unforeseen site conditions. These unknown variables frequently disrupt critical path schedules despite a contractor's best efforts. An excessive LD rate significantly inflates the financial risk profile of this project. To mitigate this risk, bidders will be forced to include substantial cost contingencies in their proposals, ultimately increasing the final price to the Government. In the interest of ensuring robust competition, minimizing unnecessary contingency pricing, and maintaining a fair risk-sharing partnership, we respectfully request that the Navy consider reducing the daily liquidated damages.
Liquated Damages have been revised. Please see Amendment 0003 for updates to the General Requirements/ Liquidated Damages section.
2 RFP Is there a minimum project threshold?
No. Please follow submittal requirements.

084400 call for the aluminum frames and glass to meet both ATFP with dynamic engineering analysis and Wind-borne Debris Hurricane Impact requirements. The local building codes do not require Wind-borne Debris Hurricaen Impact rated glass and frames.
Is it the desire to have the glass and frames meet both requirements listed above?
For clarity, the various aluminum assemblies (doors, storefronts, curtain walls, etc.) must meet AT/FP requirements. Blast and impact resistance is not required.
10 088100 does not indicate glazing that will meet the Wind-borne Debris Hurricane Impact requirements. Is Wind-borne Debris Hurricane Impact glass required for this project? If so, please provide a clearly specified glass makeup.
Wind-borne Debris hurricane impact resistance is not required.
11 088100 does not indicate the required U-value and Solar Heat Gain Coefficient for the glass on this project. Nor is a glass tint specified. What are the required U-value, Solar Heat Gain Coefficient and tint for the glass?
Refer to specification sections 08 11 16 and 08 44 00 for required U-values and SHGC criteria values.
12 AE703 shows the exterior storefront frames and indicates the basis of design is Kawneer Trifab 451T front set with 1" glass. This frame system will not meet the specified ATFP requirements nor will it meet the Wind-borne Debris large missile impact requirements. Per Kawneer testing, the framing system IR 521T with 1 5/16" laminated insulated glass is required to meet the specified requirements. Is it acceptable to use this system in place of the one listed on the plans?
For clarity, the various aluminum assemblies (doors, storefronts, curtain walls, etc.) must meet AT/FP requirements. Blast and impact resistance is not required.
13 "Note that all exterior glass will need to be 1 5/16"" insulated with a heavy laminated interior lite to both the ATFP and Large Missile Impact requirements.
