About this opportunity
The Department of Veterans Affairs is seeking expressions of interest to lease medical office and clinic space in Oakland, California through a pre-solicitation notice posted on December 8, 2025. The government requires approximately 13,263 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) square feet, not exceeding 15,014 rentable square feet (RSF), along with 60 parking spaces to support outpatient medical services. Key requirements include compliance with fire safety, accessibility, seismic stability, and sustainability standards, as well as adherence to Section 889 of the FY19 National Defense Authorization Act regarding telecommunications prohibitions. The government will evaluate responses based on economic advantage compared to the cost of moving, alterations, replication of tenant improvements, telecommunications infrastructure, and non-productive agency downtime. Expressions of interest are due by December 23, 2025, and interested parties should contact Loren Mollner, Lease Contracting Officer, at loren.mollner@va.gov.
This opportunity is designated as a Total Small Business set-aside, indicating preference for small business entities in the response evaluation process. The government currently occupies leased medical office space in Oakland that is expiring, and while this pre-solicitation indicates a potential sole source acquisition with the current lessor, the agency is considering alternative spaces if economically advantageous. The lease term is structured as a 20-year commitment, consisting of a 5-year firm term followed by a 15-year soft term, with an estimated occupancy date of August 1, 2027. Respondents should be aware that the government assumes no responsibility to award a lease based on responses to this advertisement, and this notice is not a formal solicitation or request for proposals. The government will carefully analyze total cost of ownership when determining whether relocation is economically justified compared to renewing current space.
