No incumbent contractors or current service providers are identified in the solicitation documents. The contract will be awarded on a firm-fixed-price basis with a performance period from September 25, 2025 to November 25, 2025, providing a tight 61-day timeline for complete demolition and site restoration. The project involves handling hazardous materials including asbestos-containing floor tile mastics and sink undercoating as identified in the 2017 hazmat survey, requiring specialized environmental compliance and worker certifications. Work must be performed during normal duty hours (7:00 AM to 5:00 PM, Monday through Friday) at the Joint Base San Antonio Randolph facility located at 10558 Fourth Street W, Building 230, with all operations conducted within the historic Randolph Field National Historic Landmark district.
