Questions & Answers
Demolition Services for B.230
RFQ: FA301625Q0221
Q1 - The State of TX does not have a demolition license. They do have a demolition & asbestos notification.
A – Correct, the State of Texas does not issue a state “demolition license.” Contractors performing asbestos work must hold current State of Texas DSHS asbestos licenses and submit the 10-workday NESHAP/DSHS notification.
Q2 - Please provide environmental abatement/removal specifications.
Asbestos, Lead, Hazardous materials – bulbs, ballasts, batteries, ect….
A - Abatement and removal shall comply with 40 CFR 61 Subpart M (NESHAP), 29 CFR
1926.1101 (asbestos), 29 CFR 1926.62 (lead), 40 CFR 261/262 (RCRA waste), 40 CFR 273 (universal waste), 40 CFR 761 (PCBs), and applicable TCEQ rules. The contractor shall submit an Asbestos Work Plan, Lead Compliance Plan, and Hazardous Waste/Universal Waste Management Plan for approval; profile all wastes; and manage lamps/ballasts/batteries as universal waste.
Q3 - Please provide a specifications sheet for this total scope of work.
A - The PWS, drawings, and appendices constitute the specifications. No separate CSI specs will be issued. The Deliverables Matrix in Appendix A controls submittals.
Q4 - Will any of the concrete barriers in the parking lot be relocated for this project? Very little access for trucks.
A – Yes, temporary removal/relocation may be authorized to create a safe access lane.
Coordinate locations and durations with the government PM and Security Forces; restore barriers to original condition and location at closeout.
Q5 - Please provide utility cap/plug locations (water, sewer, electric, and gas)?
A –Termination points will be field-verified and marked at the kickoff. For bidding, assume:
sewer – cap at nearest cleanout/manhole or 5 feet minimum from foundation; water – close/cap at nearest service valve outside demo limits; electric – disconnect at transformer/pad or main distribution panel as directed; gas – close/cap at exterior service valve; communications – disconnect at nearest handhole/pull box.
Q6 - Is the sprinkler system in the booths just water? Or do they have chemical additives?
A - Wet-pipe water only is assumed. No foam/AFFF or chemical agents are expected. If a different system is discovered, the Government will address by modification.
Q7 - Are there any specific certifications our operators will need to have? We currently have internal, company specific certifications
A – At minimums: OSHA-10 for workers and OSHA-30 for supervisors; competent-person qualifications for asbestos/lead/excavation as applicable; asbestos work by Texas-licensed firm and personnel; EM 385-1-1 compliance with a designated SSHO. Equipment operator certifications as required by OSHA/manufacturer.
Q8 - What type of fill dirt is required to restore footprint?
A - Non-expansive select fill that are free of debris/organics; plasticity index ≤12 and liquid limit ≤35 or equivalent. Compact in ≤8-inch lifts to 95% Standard Proctor (ASTM D698).
Provide 6 inches topsoil in seeded areas.
Q9 - Does the government want anything salvaged for their re-use?
A - Yes, only items identified by CE/CRM will be reserved for Government salvage. That list will be issued at kickoff. All other salvage value belongs to the contractor.
Q10 - What is the building estimated concrete thickness of the building foundation?
A - For bidding, assume a 6-inch slab-on-grade with perimeter/grade beams 12–24 inches.
Verify in field; deviations will be handled per the contract.
Q11 - Based on the solicitation packet imagery, what is the additional concrete area to be removed from West and East end of the building? We will need the actual dimensions such as Length x Width x Depth.
A - Remove the east ramp and the narrow west driveway within limits staked by the Government in Appendix E (Demolition Limits). Exact dimensions will be field-marked;
provide unit pricing for over/under runs if requested.
Q12 - Does the government require Contractor to take hazardous materials on base to a specified location or hauled off post? HAZMAT Report stated light bulbs are to be disposed of at Bldg 37 as universal waste.
A - Universal-waste lamps/ballasts are turned in at the JBSA facility identified by Environmental (currently Bldg 37 – Hazwaste Center). All other hazardous wastes are profiled, manifested, and hauled to off-base approved facilities per JBSA Environmental direction.
Q13 - Are there any updates to the HAZMAT report found within the package? Testing was conducted 10-15 years ago.
A – Yes. Contractor shall perform and submit an updated pre-demolition survey (asbestos, lead, universal waste, and other hazards) to confirm current conditions before abatement.
Q14 - The structure tested positive for lead on the exterior. The solicitation offered some information on what the contract shall do. However, does the government have a set procedure or SOPs that is required to abate and dispose of HAZMAT properly?
A - Follow OSHA 29 CFR 1926.62 for worker protection and engineering controls, and classify debris via representative TCLP sampling. Manage universal waste separately;
dispose per RCRA/TCEQ and JBSA Environmental guidance.
Q13 - Can you provide the specs/ environmental regulation for JBSA as a separate attachment? This will ensure everyone is on the same sheet of music when it comes to profiling, manifesting, and disposal costs and fees.
A - All required regulations are cited in the PWS. A one-page JBSA Environmental Compliance summary will be provided at kickoff for convenience; the cited regulations govern.
Q13 - Does this project only require a site super, or will we be required to provide a full time QC and
SSHO?
A - A full-time Site Superintendent and SSHO are required during abatement/demolition operations. QC Manager is required per the PWS; roles of a QC Manager may be combined with SSHO if qualifications and presence requirements are met.
Q13 - Do you have a list of equipment that will be hauled away?
A – Government-retained equipment, if any, will be identified before NTP. Otherwise, remove and dispose/salvage building systems and contents within demo limits.
Q14 - Is there any lead paint present in the building?
A - Yes. Exterior surfaces tested positive for LBP; treat and dispose per A-14 above.
Q15 - Is the building considered historic?
A - Yes. It lies within the Randolph Field National Historic Landmark district. HABS Level I documentation is in progress; demolition is authorized under this project.
Q16 - Will we be required to obtain permits? If so, which permits will be needed?
A - Yes: Texas DSHS asbestos notification (10 workdays), utility disconnect clearances, hot-work permits, traffic/roadway permits if needed, excavation/dig permits, and stormwater permits if the disturbed area triggers TCEQ CGP requirements. No city demo permit on base.
Q17 - Will a Corps of Engineers personnel be assigned to monitor abatement?
A - No. Oversight will be by the Government PM/COR and JBSA Environmental.
Q18 - Will we be responsible for testing of soil?
A - Perform compaction testing for backfill/restoration. Environmental soil sampling is not required unless suspect contamination is encountered; if encountered, notify the COR for direction.
Q19 - Please confirm whether the contractor is responsible for terminating utilities at the nearest connection point or extending to the main service connection.
A - Terminate at the nearest approved serviceable point outside the demo footprint as directed at the kickoff (see A-5).
Q20 - Please identify the responsible owners for each utility (e.g., CE, COMM, HVAC, IT/Comms) for coordination and acceptance of disconnection.
A - The Government PM will provide current POCs at kickoff. Coordination typically includes 502 CES shops for electric/water/wastewater, the Communications Squadron for IT/telecom, and the base energy/utilities representatives for gas/electric if privatized.
Q21 - For bidding purposes, please confirm the assumed termination points for each utility (e.g., nearest manhole/cleanout for sewer, nearest valve for water, handhole for communications, transformer pad for electrical).
A - Sewer: nearest manhole/cleanout (or 5 ft from foundation). Water: nearest exterior valve.
Gas: nearest exterior service valve. Communications: nearest handhole/pull box. Electric:
transformer/pad or main distribution panel, as directed.
Q22 - Please confirm if lead-based paint abatement is required prior to demolition, and whether waste should be classified as hazardous waste requiring RCRA manifesting, non-hazardous C&D debris, or universal waste.
A - Separate LBP “abatement” is not required unless needed for worker protection or to meet disposal requirements. Classify debris by TCLP. Assume non-hazardous C&D unless TCLP indicates hazardous; manage universal waste separately.
Q23 - Has the Government conducted a full lead survey or TCLP testing? For bidding purposes, should contractors assume TCLP testing will be required, and should lead-containing debris be priced as hazardous waste requiring manifesting, or as non-hazardous C&D with universal waste (lamps, ballasts) handled separately?
A - A current TCLP program has not been provided. Assume representative TCLP testing will be required and price accordingly. Treat debris per results (see A-22).
Q24 - Please confirm that hazardous waste manifests will be signed by Base Environmental as generator, and that the contractor’s responsibility is limited to preparation and coordination.’
A - Yes. Contractor prepares profiles/manifests; JBSA Environmental signs as generator and retains originals per base procedures.
Q25 - Please confirm whether the contractor must coordinate salvage timing with CE/COMM shops, or if the Government will ensure all items are cleared prior to NTP.
A - The Government will identify and, if applicable, remove retained items before NTP. Any remaining Government salvage will be scheduled/escorted by the PM; contractor coordinates timing.
Q26 - Please confirm if full grass seeding is required across the entire demolition footprint (building pad + driveway) or only disturbed areas outside slab footprint.
A - Provide full grass establishment across all disturbed areas, including the former building footprint and any removed drive/ramp areas, per the site restoration plan.
Q27 - Please clarify whether foundation removal applies beneath all slab and driveway areas, or only the building footprint. Also, please confirm the required backfill type, compaction standard, and testing. Should import of engineered fill be assumed, or can native soils be reused? Please also confirm whether contractor must provide soil testing/classification per AASHTO M 145, and clarify grass stand acceptance criteria and maintenance duration.
A - Remove all foundations/grade beams within the building footprint; remove drives/ramps to subgrade as staked. Backfill with select fill (see A-8) compacted to 95% Standard Proctor;
density testing required. Native soils may be reused if they meet the select-fill specification and are free of debris/organics. Provide AASHTO classification and proctor data.
Q28 - Please confirm whether mature trees adjacent to the demolition limits should remain, or be removed if roots are within the work area.
A - Mature trees are to remain unless specifically marked for removal by the Government.
Protect roots within TPZ; request direction if conflicts arise.
Q29 - Please clarify whether the contractor is responsible for pruning and/or protecting vegetation that is to remain (e.g., mature trees outside the demo boundary), or if this responsibility lies with Base CE/Grounds.
A - Contractor is responsible for protecting vegetation to remain and for limited pruning necessary to perform the work; coordinate with Base CE Grounds for any significant pruning.
Q30 - Please confirm that all identified ACMs must be fully abated prior to demolition given the scope of full building demolition.
A - Yes. All RACM and other regulated ACM shall be abated prior to structural demolition.
Q31 - Please clarify if the contractor is responsible for preparing asbestos abatement notifications while JBSA Environmental Office transmits them to the state.
A - Contractor prepares and submits all asbestos notifications to State of Texas DSHS with copy to JBSA Environmental; provide proof of submittal and acceptance.
Q32 - Please confirm the required ACM waste disposal locations (e.g., Tessman Road, Covel Gardens) and whether JBSA Environmental approval is required prior to disposal.

Q33 - Please confirm whether Service Contract Act (SCA) or Davis-Bacon Act (DBA) labor standards apply.
A – Service Contract Act
Q34 - Please confirm whether contractor scope includes abatement/disposal of lead-based paint, mercury lamps, ballasts, batteries, and PCB-containing items. For bidding purposes, should mercury lamps/ballasts be assumed as universal waste, lead debris as hazardous unless TCLP proves otherwise, and all other debris as standard C&D? Please also confirm that Base Environmental will sign manifests as generator.
A - Yes, include all listed materials. Price mercury lamps/ballasts/batteries as universal waste; price LBP debris based on TCLP results (assume non-hazardous C&D unless TCLP shows otherwise); manage PCB items per 40 CFR 761. JBSA Environmental signs manifests as generator.
Q35 - Please confirm whether the contractor is responsible for locating and addressing undocumented utilities within the project area, or if discrepancies will be treated as differing site conditions with review and evaluation to take place at the time of discovery.
A - Contractor shall exercise due diligence (utility locating/potholing).
Unknown/undocumented utilities encountered will be treated as differing site conditions; stop work in the affected area and notify the government PM for direction.
Q36 - Please confirm the required level of site restoration: full grass establishment across demolition footprint, minimum grading with erosion control, or compliance with Base CE landscaping standards.
A - Comply with Base CE landscaping standards: final grading for positive drainage/slope, select fill and topsoil per A-8, seeding/sodding as specified, erosion-control maintenance until acceptance.
