About this opportunity
The Department of the Air Force Air Education and Training Command is seeking demolition services for Building 230, a 9,948 square foot former corrosion control and painting facility constructed in 1931 at Joint Base San Antonio Randolph. The comprehensive demolition project requires complete removal of all above-grade and below-grade components, concrete slabs, foundations, and vaults to a minimum depth of three feet, along with disconnection and capping of all utilities, debris removal, and site restoration with proper grading and grass seeding. Contractors must provide certified topographic surveys, photographic documentation, and handle hazardous materials including asbestos-containing floor tile mastics and potential lead-based paint. The procurement will utilize NAICS code 238910 for Site Preparation Contractors under a firm-fixed-price contract structure. Interested parties must complete the sources sought questionnaire and submit responses no later than August 1, 2025, at 10:00 AM CDT to Contract Specialist A1C Larissa Cunha.
This opportunity is designated as a Total Small Business set-aside, with preference given to socio-economic categories including 8(a) Program participants, HUBZone certified firms, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses, and Small Disadvantaged Businesses. The facility details indicate Building 230 measures 129 feet in length, 111 feet in width, and 28 feet in height, representing a substantial demolition undertaking that will require specialized equipment and expertise. No incumbent contractor or current service provider is identified in the documentation, suggesting this may be a new requirement or the first competitive procurement for this specific facility. While no specific contract value is disclosed in the pre-solicitation notice, the scope encompasses complete building demolition, hazardous material remediation, utility disconnection, debris disposal, and site restoration activities. The contractor will have 14 days after contract award to submit required plans including Demolition, Environmental Protection, Hazardous Waste Management, and Asbestos Work Plans.
