The project requires complete demolition of the building, including all above and below-grade components, utilities disconnection, and site restoration. Key requirements include removing concrete slabs, foundations, and vaults to a minimum depth of three feet, conducting pre- and post-demolition surveys, and properly disposing of all debris at approved facilities.
The contractor must submit multiple plans within 14 days of contract award, including a Demolition Plan, Environmental Protection Plan, Hazardous Waste Management Plan, and Asbestos Work Plan. The building, constructed in 1931, contains hazardous materials and was previously used for corrosion control and painting operations. The scope includes removing concrete driveways, shrubs, and trees within the demolition limits, controlling dust emissions, and restoring the site by grading and seeding. The contractor must hold a Texas demolition contractor's license and comply with federal, state, and local environmental regulations throughout the project.

The contractor shall conduct and provide documentation of initial and post-demolition topographic surveys, along with pre-demolition photographic records. All surveys and records shall be certified by a Registered Professional Land Surveyor. The contractor shall completely demolish and remove all associated building materials, including but not limited to, the main building, all above-grade and below-grade components, concrete slabs, foundations, and vaults, to a minimum depth of three feet. The contractor shall locate, disconnect, cap, and plug all overhead and underground utilities (water, wastewater, electrical, gas, etc.) to the nearest acceptable point. The exact cutoff point shall be jointly determined on-site by the Contractor, the applicable service provider, and Government Project Manager (PM) during the execution of the contract. The contractor shall remove and dispose of all demolition debris from the site and properly grade the post-demolition site, ensuring restoration to a condition suitable for its intended future use. The contractor shall seed and ensure the establishment of grass on all affected areas.
1.1. Building Description. The former corrosion control and painting facility is slated for demolition due to its age and deteriorating condition. Constructed in 1931, the 9,948 square foot building has reached the end of its lifecycle and is no longer suitable for occupancy. The building exhibits significant dilapidation, including potential foundation issues. Its construction consists of wood and metal framing, a concrete foundation, brick, stucco, and poured concrete walls, and features a standing seam metal roof, metal sliding doors, and steel-framed glass windows. Additionally, there is a large exterior metal sliding door and approximately 100 linear feet of outdoor metal fencing. Previously used for corrosion control, preparation, paint, and stripping operations, the building contains hazardous materials as stated in Appendix F.
Additional HAZMAT found, not included within Appendix F and not previously identified in the Historic American Buildings Survey (HABS), shall be immediately reported to the government representatives. While the interior, composed of materials like floor tile, wall coverings, concrete, wood, ceiling tile, and sheetrock, has been vacant for several years, it is currently being used for storage. The items currently stored within B 230 will be removed by 575th AMXS prior to contractors commencement of work. The demolition scope includes the building and its approximately 1,314 square foot concrete driveway. Contractor employees shall not enter the structure except in the process of executing the necessary tasks included in this PWS. The government does not guarantee the condition of the property prior to demolition. The building and contents are considered to have no salvage value; however, the government will allow CE and COMM maintenance shops to evaluate and take any reusable materials or equipment prior to demolition. All remaining materials and equipment not taken by the government shall be disposed of at a government-approved landfill. The Contractor shall abate any hazardous materials as indicated in the hazardous material (HAZMAT) survey. The contractor shall conduct field verifications of the As-Built Plan drawings provided for the building.
