About this opportunity
This Funding Opportunity Announcement (FOA) solicits proposals for Defense Production Act Title III projects aimed at expanding domestic production capability and capacity across critical defense technologies. The Air Force Research Laboratory (AFRL), acting on behalf of the Department of Defense, is seeking proposals that support one of three broad objectives: sustainment of critical production, commercialization of research and development investments, or scaling of emerging technologies. Eligible offerors must be domestic sources as defined by the Defense Production Act and must demonstrate manufacturing capability and experience relevant to their proposed projects. Proposals will be evaluated on five criteria in descending order of importance: manufacturing capability and experience, quality of technical approach, business viability, merchant supplier orientation, and cost/price. The FOA remains open from July 12, 2019, through July 12, 2026, with white paper submissions currently suspended until further notice; offerors should monitor SAM.gov for updates on when submissions resume and for announcements of specific FOA calls with individual proposal due dates.
This solicitation uses a hybrid funding structure with no set-aside designations, offering a total potential funding of $9.0 billion ($4.5 billion in government funds and $4.5 billion in required recipient cost-sharing), with individual project awards anticipated to range from $10 million to $25 million over periods up to ten years. No incumbent contractors or previous awardees are identified in this pre-solicitation notice. Offerors must meet strict requirements including domestic sourcing for critical components and technologies, compliance with Generally Accepted Accounting Principles (GAAP) with audited financial systems, completion of a Basic NIST SP 800-171 Self-Assessment, and various certifications regarding debarment status, drug-free workplace policies, and export control compliance. Proposals must include a comprehensive summary business plan (limited to 25 pages), detailed cost proposals demonstrating the 50/50 cost-sharing goal, and a strategic approach to establishing competitive merchant supplier capabilities within the domestic industrial base.
