About this opportunity

The Department of the Air Force Air Mobility Command is seeking a contractor to provide a comprehensive Energy Management Control System (EMCS) upgrade at Fairchild Air Force Base. The procurement requires decommissioning two existing Windows-based EMCS servers, backing up all existing data and programming, and purchasing, installing, and configuring new Dell PowerEdge R760xs servers with the Alerton Ascent Compass Version 2.2.1 software system. The contractor must provide all necessary tools, equipment, and labor to complete the transition while maintaining zero data loss and no operational disruptions to the system that currently manages 125 buildings with over 19,000 monitoring points. Offerors will be evaluated based on price and Supplier Performance Risk System (SPRS) assessment, and must be registered in the System for Award Management (SAM). Questions are due by September 8, 2025, with quotes required by September 10, 2025 at 10:00 AM PT.

This procurement is designated as a 100% Small Business Set-Aside under NAICS code 334512 with a size standard of 650 employees, though the justification documents indicate both ATS Inland NW (small business) and ATS Automation (large business) are authorized to provide the system in Washington State. The contract includes a single line item with a firm-fixed-price structure and a 60-day delivery period after contract award. The upgrade involves replacing the end-of-life Alerton Compass EMCS Version 1.6.4 system and includes enterprise licensing for 3,000 devices plus two additional 1,000-device packs, upgrading two desktop machines, and providing owner training for up to 12 individuals. All work must be performed at Fairchild Air Force Base in Washington during standard operating hours of 0700-1630, Monday through Friday. The project represents a single source procurement due to Alerton Controls being the sole authorized provider for this specialized system upgrade.
