About this file

This Statement of Work (SOW) details a comprehensive server infrastructure and software upgrade for the Energy Management Control System (EMCS) at Fairchild Air Force Base in Washington. The project involves decommissioning two existing Windows-based EMCS servers, backing up critical system data including DDC configurations, scheduling settings, and alarm handlers for 125 facilities, and then purchasing and installing two new Dell PowerEdge R760 servers with specific technical specifications. Key requirements include enterprise licensing for 3,000 devices with two additional 1,000-device packs, server failover testing, upgrading two desktop machines to Compass v2.x, installing Microsoft Visio licenses, and establishing virtual machines for database and backup purposes.

The project has a 60-day performance period after contract award and includes several critical deliverables such as fully operational servers, restored programming configurations, virtual machines, Visio licenses, and SCAP security scan reports. The contractor must meet Air Force operational and security standards with zero data loss or operational disruptions. Additional tasks include installing Alerton Compass Tech Keys on three government-provided laptops, performing owner training for up to 12 individuals within one business day, and ensuring all work is completed during standard operating hours (0700-1630 Monday through Friday), with potential for alternate hours upon Contracting Officer approval.
